Reason for Recommended Action/Background

The District Attorney and Public Defender partnered in asking the Community Corrections Partnership (CCP) for funds to start a Mental Health Diversion Program. This program's goal is to address the needs of the underserved population living with mental illness who become involved in the criminal justice system.

This program addresses the needs of individuals who have committed crimes based on their mental illness, including substance use disorders.  The program expands the population currently being served by specialty courts, such as Mental Health and Addiction Intervention Courts, by addressing the needs of individuals who have committed less serious crimes driven by a much larger array of mental illness diagnoses.

Agreement No. 22-30, approved February 22, 2022, allows for the option to extend agreement for two (2) one (1) year extensions.  These extensions include the amount of the agreement and terms.  The District Attorney is asking to exercise the second extension (Att. A).  We would like to amend the agreement by increasing the maximum amount to $845,290, an increase of $296,023 (Att. B), and extend the agreement to June 30, 2024.

The Mental Health Diversion Program is in collaboration with the District Attorney, Public Defender, Sheriff's Office, Probation, CommuniCare, and Yolo County Superior Courts.

Funding for agreement was budgeted in Recommended Budget and approved June 13, 2023. The District Attorney is exercising their 2nd and final option to extend agreement to June 30, 2024, and to increase the maximum budget amount by $296,023.
