Subject

Adopt resolution authorizing the Director of the Department of Community Services and the Director of the Public Works Division of the Department of Community Services to execute a Master Agreement with the California State Transportation Agency (CalSTA) regarding administration of Transit and Intercity Rail Capital Program funds, all CalSTA award agreements, all program supplements for State-Funded Transit projects, and any amendments to these agreements, which funding may be used for the County Road 32A Railroad Crossing Relocation and Grade Separation Project. Recommended Action

Adopt resolution authorizing the Director of the Department of Community Services and the Director of the Public Works Division of the Department of Community Services to execute a Master Agreement with the California State Transportation Agency (CalSTA) regarding administration of Transit and Intercity Rail Capital Program funds, all CalSTA award agreements, all program supplements for State-Funded Transit projects, and any amendments to these agreements (Attachment D).

Reason for Recommended Action/Background

Adoption of an Authorizing Resolution delegating authority to execute a Master Agreement with CalSTA is required for the County to receive State Transit and Intercity Rail Capital Program funding, which the County is seeking for the County Road 32A Railroad Crossing Relocation and Grade Separation Project.

Background

County Road 32A is frontage road on the north side of Interstate 80 between the City of Davis and the Yolo Causeway.  See Attachment A for a vicinity map and Attachment B for an aerial map of the existing railroad crossing area.  County Road 32A connects with Chiles Road (CR 32B) at the Yolo Causeway, where it crosses under Interstate 80, providing access to farming activities on the north and south sides of Interstate 80.  County Road 32A includes a Class II Bikeway (bikes and vehicles share the roadway) between the Class I Bikeway (bike path separated from the roadway) from the City of Davis (at County Road 105) and the Class I Bikeway on Interstate 80 over the Yolo Causeway.

In November 2021, the Board of Supervisors received the County Road 32A Railroad Crossing Relocation Project Study Report, and directed staff to pursue available funding opportunities for the preferred Alternative 8, which will relocate the crossing to the east with a grade separation.

In February 2022, Yolo County advertised a notice of request for qualifications for grant writing services for the County Road (CR) 32A Crossing Relocation and Grade Separation Project.  Mark Thomas & Company, Inc. submitted the highest ranked statement of qualifications.   In February 2023, Mark Thomas & Company submitted a grant application for Cycle 6 of the Transit and Intercity Rail Capital Program (TIRCP).  Yolo County was awarded $4,160,000 to begin the project application and project estimate (PA&PE) Yolo County will need to provide a 20% match for a combined total of $5,200,000.

The Master Agreement for administration of State Funded Transit and Intercity Rail Capital Program projects is required to implement the County Road 32A Railroad Crossing Relocation and Grade Separation Project. The Master Agreement included as Attachment C to this report is still in draft form, but is in substantially final form.

The Authorizing Resolution (Attachment D) applies to State-Funded Transit Projects and must be adopted in order for the County to receive a final Master Agreement and the grant funds.  Adoption of the Authorizing Resolution will authorize the Director of the Department of Community Services or the Director of the Public Works Division of the Department of Community Services to execute the Master Agreement, all award agreements, and all program supplements for State-Funded Transit Projects and any amendments thereto with the California Department of Transportation (Caltrans). All such agreements will be reviewed and approved as to form by County Counsel prior to execution by the County's authorized Directors.

The amount budgeted in the recommended FY 2023/24 Road Fund budget for the project is $250,000. This amount is sufficient to cover the expected expenditures for FY 2023/24. The additional $790,000 will be requested in the Road Fund budget for FY 2024/25.
