Reason for Recommended Action/Background

Background
Yolo County Animal Services, under the purview of the Yolo County Sheriff's Office, provides shelter, patrol, and emergency response services relating to animals within the unincorporated areas of the County. In addition, Animal Services also contracts to provide services to local jurisdictions, which includes all incorporated cities within the County and the UC Davis campus.

In December 2022, the Board of Supervisors (Board) directed the Yolo County Administrator's Office (CAO) to "develop plans for the transition of Animal Services from the Yolo County Sheriff's Office to the County Administrator's Office." In advance of the transition, the CAO has made efforts to address longstanding operational and administrative concerns with the Animal Services division, and to strengthen key relationships with local partners. The CAO has held regular discussions with UC Davis and the cities of Davis, West Sacramento, Winters, and Woodland regarding the County's provision of animal services within their jurisdictional boundaries and to develop updated contract language which addresses major issues the local partners had with transparency, billing, service provision, and reporting.

Agreement
The agreement with the University of California, Davis (UCD) for FY 2023/24 has been brought before the Board today. This agreement introduces several changes from prior animal services agreements, and under this agreement, UCD agrees to pay the County $68,721 (less any licensing/fee revenues received during the service period).

Key Changes and Updates
The FY 23/2024 agreement has several major changes to terms from prior years:
  • Indirect and administrative costs, which were previously borne only by the County, will be phased into future Animal Services billings over the course of three years, beginning in FY 23/2024.
  • The County has committed to the development of a social media toolkit in FY 23/2024. The toolkit will be used to assist with community engagement and informational efforts relating to animal services.
  • The County has committed to completing a fee study for animal services fees and fines, to be completed in FY 23/2024.
  • The County has committed to more robust quarterly and annual reporting. To ease reporting and increase transparency, the CAO is coordinating with IT Services on the development of a dashboard for sharing GIS data on service calls with local partners.
  • The agreement will automatically extend for up to two additional years unless the service recipient chooses to opt-out.
These changes were the result of significant discussion between the County and local jurisdictions, and will result in a much greater level of cooperation with respect to Animal Services in this and future years.
