Adopt resolution to designate the intersection of Z Line Road and Clarksburg Road, and the intersection of Z Line Road and North Courtland Road as multi-way stop intersections, and authorize the Department of Community Services to install and maintain all the necessary signs associated with the multi-way stop intersections. (No general fund impact) (Lindbo/Riddiough)
Recommended Action
- Adopt and authorize the Chair of the Board of Supervisors to sign the attached resolution to designate the intersection of Z Line Road and Clarksburg Road, and the intersection of Z Line Road and North Courtland Road as multi-way stop intersections; and
- Authorize the Department of Community Services to install and maintain all the necessary signs associated with the multi-way stop intersections.

Reason for Recommended Action/Background
Approval of the attached resolution (see Attachment A) will designate the intersection of Z Line Road and Clarksburg Road, and the intersection of Z Line Road and North Courtland Road as multi-way stop intersections. The installation of a multi-way stop at these locations will improve the conditions for motorists using the intersections.
BACKGROUND
Z Line Road and Clarksburg Road:
The intersection of Z Line Road and Clarksburg Road is a 4-way uncontrolled intersection with north, south, east, and west-bound approaches (See Attachment B for reference of intersection layout). All approaches at this intersection are considered minor road approaches which experience trips from local traffic and agriculture equipment. The prima facie speed on Z Line Road and Clarksburg Road is 55 miles per hour.
At this location, the northbound approach and the westbound approach to the intersection are paved two-way road segments. Meanwhile, the southbound approach and the eastbound approach to the intersection are unpaved road segments with a reduced width, limiting traffic in one direction only.
The intersection of Z Line Road and Clarksburg Road is also composed of at least one approach that is skewed, intersecting at an angle other than 90 degrees. At this location Clarksburg Road does not continue in a straight path, angled toward the north, west of the intersection. As a result of the skewed approaches, the centerlines of Z Line Road and Clarksburg Road are offset across the intersection.

These intersection characteristics require special attention and care from motorists using the intersections to safely negotiate turning and thru movements. Consideration is also given to motorists who may be unfamiliar with the area and may not be aware of the road conditions at these two locations. Accordingly, staff have determined that multi-way stop intersections are warranted at these locations to improve public safety and the orderly use of these roads.
