Recommended Action

Approve seventh amendment to Agreement No. 18-256 with OLE Health dba CommuniCare OLE to extend the term of the Agreement through February 29, 2024, and add funding in the amount of $10,582, for a new contract maximum of $988,022, for the period of September 1, 2018 through February 29, 2024 for the provision of Building and Strengthening Protective Factors services.

Reason for Recommended Action/Background

Yolo County is mandated by statute to provide reunification services, such as parent education classes, for parents whose children have been removed from the home.  The County is also mandated to provide preventive services for families whose children are at immediate risk of being removed from the home.  These services often include parent education classes or other services that build protective factors.

On or about November 20, 2018, the County entered into an Agreement with CommuniCare Health Centers. CommuniCare is a local organization providing protective factor services in both Woodland and West Sacramento to both our English and Spanish speaking families. The services provided by CommuniCare have met the unique needs of the Child Welfare Services program and meet the court-ordered standards for mandated services prescribed in the California Welfare and Institution Codes.  CommuniCare staff have worked closely with Child Welfare Services to link case plan objectives and service component outcomes.

On or about October 24, 2023, the County and CommuniCare Health Centers entered into a Consent to Assignment, effective October 1, 2023, with OLE Health dba CommuniCare OLE.
This seventh amendment extends the Agreement through February 29, 2024 and adds funding in the amount of $10,582 for Fiscal Year 2023-24.

The County circulated and distributed a Request for Proposals (RFP) for Building and Strengthening Protective Factors, identified as RFP #GSDRFPKB2306, and can be viewed at www.bidsync.com; and OLE Health dba CommuniCare OLE responded to the RFP with a proposal that was subsequently chosen by County. The County issued a Letter of Intent to Award a contract to OLE Health dba CommuniCare OLE; however, through contract negotiations we came to an impasse. HHSA believes it is the best interest of the County to extend this Agreement from the previous contract period to allow for CWS clients to complete their services and to avoid the interruption of County business.

Performance Measures included in this Agreement are as follows:
The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Att. B. Performance Measures)

HHSA confirms CommuniCare has performed satisfactorily under this Agreement. The service provider continues to accept referrals provided by the agency and meets the needs of children and families served.

Competitive Bid Process/Vendor Performance

On April 23, 2018, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Building and Strengthening Protective Factors services. The RFP was open for 44 days (just over 6 weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 3, 2018.  Bidders were offered the opportunity to submit proposals via the electronic BidSync system or by dropping off a paper proposal directly at HHSA.

HHSA received 4 proposal(s) from this solicitation. A Proposal Review Committee was formed that included 3 HHSA employees from 1 HHSA branch. The proposal submitted by CCHC was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

HHSA confirms CommunniCare has performed satisfactorily under this Agreement. Thus, pursuant to the authority provided to the County Procurement Manager as the County Purchasing Agent under the current Yolo County Procurement Policy, the Procurement Manager has determined that it is in the best interest of the County to extend this Agreement, based on satisfactory service and to avoid the interruption of County business.  A formal solicitation for these services was released in early FY 2023-24 for a targeted new contract start date of March 1, 2024.

No general funds are required by this action. These services will be funded by CWS Realignment. The action increases the contract maximum by $10,582 for a total of $988,022 for the period of September 1, 2018 through February 29, 2024. The amount of $10,582 will be included in the HHSA adopted budget for fiscal year 2023-24.
