Approve first amendment to Agreement No. 23-18 with The Regents of the University of California to increase funding by $28,415.40 by adding funding in the amount of $14,207.70 for 2023-24 and adding funding in the amount of $14,207.70 for 2024-25 for a new contract maximum of $378,415.40 for the period of July 1, 2022 through June 30, 2025 for the provision of research that supports the evaluation of the pilot program focused on families experiencing homelessness with children under the age of five called Yolo Basic Income (YOBI). Recommended Action

Approve first amendment to Agreement No. 23-18 with The Regents of the University of California to increase funding by $28,415.40 by adding funding in the amount of $14,207.70 for 2023-24 and adding funding in the amount of $14,207.70 for 2024-25 for a new contract maximum of $378,415.40 for the period of July 1, 2022 through June 30, 2025 for the provision of research that supports the evaluation of the pilot program focused on families experiencing homelessness with children under the age of five called Yolo Basic Income (YOBI).

Reason for Recommended Action/Background

The County in collaboration with UC Davis launched a poverty reduction program for families to move them above the California Poverty Measure.  

Under the Research Agreement, Yolo County has partnered with the University research team to seek more funding for more comprehensive analysis, dissemination of findings, and long-term research goals. Specifically, the additional funding will go towards transcription services of participant interviews to capture accurately and preserve in writing the responses of participants, allowing for further analysis. 

The University submits Interim reports to County that identify scientific developments and describe any problems encountered in pursuit of the research objectives and address in detail the technical aspects of the research activities covering the entire Period of Performance in pursuit of the objectives.

In the period of 2016-2018, Yolo County had the third highest poverty rate in the state. Staff recommends approval of this agreement as this research may lead to solutions for CalWORKs dependent families in gaining self-sufficiency while lowering the poverty rate in the County.

County Counsel has approved the Amendment as to form. 

Competitive Bid Process/Vendor Performance

This Agreement was procured through a Sole Source which was approved by the Procurement Manager on November 17, 2022.

Procurement reviewed HHSA’s request and determined that it was in the best interest of the County, based on the need to partner with a local entity with researcher’s that are familiar with the target population and locality and the savings cost to the County.

When researching other studies, it was found that the cost associated for these services is in the hundreds of thousands and sometimes millions of dollars. In partnering with The Regents of the University of California there is a significant amount of in-kind support and donated research time. Without sole source approval of the agreement with The University the County would have 1) Lost out on the in-kind research; 2) Potentially have several thousands of dollars in additional costs to the County 3) Potentially partnered with an entity that does not have the local relationships interests, and familiarization with the local population.

No general funds are required by this action. These services will be funded by CalWORKs HSP. The action increases the contract maximum by $28,415.40 for a total of $378,415.40 for the period of July 1, 2022 through June 30, 2025. The amount of $14,207.70 will be included in the HHSA adopted budget for fiscal year 2023-24. The related funding will be included in the requested budget process for future fiscal years
