Approve first amendment to Agreement No. 23-295 with Yolo County Children’s Alliance to add funding in the amount of $327,462, by adding $80,000 for 2023-24 and $247,462 for 2024-25, for a new contract maximum of $887,962, for the period of January 1, 2024 through June 30, 2025; and to add a new scope of services and performance measures for parenting services, for the provision of building and strengthening protective factors. Recommended Action

  1. Approve first amendment to Agreement No. 23-295 with Yolo County Children’s Alliance to add funding in the amount of $327,462, by adding $80,000 for 2023-24 and $247,462 for 2024-25, for a new contract maximum of $887,962, for the period of January 1, 2024 through June 30, 2025; and to add a new scope of services and performance measures for parenting services, for the provision of building and strengthening protective factors; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $621,129 per fiscal year for fiscal years 2025-26 and 2026-27 and 2) issue related option year notices. Please see Paragraph III.B2. of Att. A. First Amendment.

Reason for Recommended Action/Background

Building and strengthening protective factors (BSPF) services are evidence-based and informed services that promote the nurturing parenting philosophy of non-violent parenting practices, focusing on developing the following:
1. Empathy.
2. Self-Worth.
3. Self-Awareness.
4. Empowerment.
5. Discipline with dignity.
6. Appropriate family roles.
7. Age-appropriate expectations of a child’s development.
8. Nurturing & Attachment; children need love & respect to encourage their optimal health & development.

Services will incorporate these five protective factors.
1. Parent resilience,
2. Knowledge of parenting and child development,
3. Social and emotional competence of children,
4. Social connections, and
5. Concrete support in times of need.

The five protective factors are conditions in families and communities that, when present, increase the health and well-being of children and families. These attributes serve as buffers, helping parents find resources, support, or coping strategies that allow them to parent effectively, even under stress.

On or about November 7, 2023 the County entered into an Agreement with Yolo County Children’s Alliance with a term of January 1, 2024 through June 30, 2025, for the provision of building and strengthening protective factors which included in-home safety monitoring and family life skills programs.

HHSA request approval of this first amendment which will add anew scope of services for parenting services; add additional funding for FY 2023-24 and 2024-25, and update and clarify language in the Agreement.

Performance Measures included in this Agreement are as follows:
Performance Measures associated with this Agreement are amended to include parenting classes. (See Att. A. First Amendment)

HHSA confirms Yolo County Children’s Alliance has performed satisfactorily under this agreement. The Agency is satisfied with the Contractor’s performance, outcome results and the services provided.

County Counsel has approved the Amendment as to form.
General Services Department, Procurement Division

Competitive Bid Process/Vendor Performance

On May 18, 2023, the County via the Department of General Services, Procurement Division (DGS-Procurement) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Building and Strengthening Protective Factors. The solicitation was open for 42 days, (6 weeks). On June 7, 2023, DGS and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference. The County received three proposal(s) from this solicitation.  DGS reviewed the proposal for minimum requirements and all three proposals were moved forward to the RFP Review Committee, comprised of four (4) HHSA staff.

The RFP Review Committee evaluated the proposals and determined that the proposals submitted by Yolo County Children’s Alliance met all the required qualifications necessary to successfully provide these services.  On September 7, 2023, the County issued an Intent to Award letter. Additional information regarding the Competitive Bid Process is provided below, including a summary of the solicitation evaluation criteria.

No general funds are required by this action. These services will be funded by Realignment. The action increases the contract maximum by $327,462 for a total of $887,962 for the period of January 1, 2024 through June 30, 2025. The amount of $80,000 is included in the HHSA adopted budget fiscal year 2023-24. The amount of $247,462 is included in the HHSA recommended budget for fiscal year 2024-25. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2027, nor shall the total contract maximum exceed the amount of TWO MILLION ONE HUNDRED THIRTY THOUSAND TWO HUNDRED TWENTY DOLLARS ($2,130,220), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
