Recommended Action

Approve agreement with City of West Sacramento in the amount of $2,697,200 for the period of July 1, 2024 to June 30, 2027, for the provision of a temporary emergency/interim housing program for homeless individuals who have behavioral health needs and/or substance use disorders through the Behavioral Health Bridge Housing (BHBH) Program.

Reason for Recommended Action/Background

On or about June 23, 2023, the California Department of Health Care Services ("DHCS") awarded funding to County to operate bridge housing settings to address the immediate and sustainable housing needs of people experiencing homelessness, who have serious behavioral health conditions, including serious mental illness (SMI) and/or substance use disorder (SUD). These services will include shelter/interim housing, rental assistance, housing navigation, auxiliary funding in assisted living, outreach, and engagement.

This Agreement will be funded through DHCS’s BHBH Program and neither DHCS nor any of its departments, agencies, or employees is or will be a party to this Agreement or any lower tier subcontract/consulting arrangement; the funds will be administered by Advocates for Human Potential, Inc.

On or about October 3, 2023, County entered into an agreement with Advocates for Human Potential, Inc. to serve as the administrative entity supporting County’s implementation of the BHBH Program.

As part of the BHBH Program, the City of West Sacramento (“City”) will provide a temporary emergency/interim housing program for homeless individuals who have behavioral health needs and/or substance use disorders, by adding thirty-one (31) beds at two (2) local motel locations as described in the proposed agreement (Attachment A). The City will provide the following services, including but not limited to: low intensity case management services aimed at stabilization, including development of a case plan to obtain permanent housing; housing navigation services; peer support services; and employment assistance. Approval of this Agreement will allow the County to provide vital services to its vulnerable homeless population with severe SMI and SUD.

County Counsel has approved this Agreement as to form.
City Council for the City of West Sacramento has approved this Agreement.

Competitive Bid Process/Vendor Performance

On or about April 30, 2024, the then acting Yolo County Procurement Manager or designee approved a sole source procurement for these services. A sole source was deemed appropriate for these services because the City was one of only two cities willing to participate in the BHBH Program and committed to add beds for individuals with a history of SUD or SMI within the timeframe and requirements set by the State. The BHBH grant obtained by the County requires that the County add additional beds to its inventory within twelve (12) months. The City is capable of meeting the tight timeframes outlined within the grant.

No general funds are required by this action. These services will be funded by a Behavioral Health Bridge Housing (BHBH) Program funding allocation. The total amount of this action is $2,697,200 for the period of July 1, 2024 through June 30, 2027. The amount of $672,000 is included in the HHSA requested budget for fiscal year 2024-25. The related funding will be included in the HHSA budget process for future fiscal years.
