Recommended Action
- Adopt a revised resolution approving the preparation of a grant application for the California Department of Water Resources Flood Emergency Response Projects Delta Grant Program Round 3; and
- Authorize and direct the Office of Emergency Services Chief of Emergency Services, County Administrator, Deputy County Administrator, or designee to take other actions as necessary or appropriate to obtain the grant funding.

Reason for Recommended Action/Background
On October 24, 2023, and April 4, 2024, the Board of Supervisors adopted Resolution No. 23-160. At the Department of Water Resources's request, a resolution revision is needed to design the authorization.
Staff is seeking approval to apply to the California Department of Water Resources to obtain grant funding for the California Department of Water Resources Flood Emergency Response Project Round 3, pursuant and subject to all of the terms and provisions of Proposition 1, Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Chapter 11, Section 79781).
The Round 3 Grant is the third grant the County of Yolo would lead for the Delta Region. The projects will involve developing or updating Flood Safety Plans used by local levee maintaining agencies, creating additional field checklists and resources, developing or updating the Unified Command map and manuals, and providing additional GIS field reporting resources. Additionally, the project includes training sessions and tabletop exercises to test
these newly developed or updated plans. Finally, this grant provides for the acquisition of floodfight supplies. The key goal of the multi-jurisdictional Delta-wide Regional Flood Response Project is to enhance and promote such a sustainable, regional response structure and partnership within the 5-county Delta region based on the findings from the 2022 Delta-wide Exercise and the recent 2022/2023 Winter Storms.
