Reason for Recommended Action/Background
The Sacramento Area Flood Control Agency (SAFCA) will provide the Board a presentation on the Upper Yolo Bypass Regional Planning Process and the Yolo Bypass Comprehensive Study. SAFCA and the California Department of Water Resources (DWR) are partnering to develop levee modification alternatives for the Yolo Bypass east levee in the Upper Elkhorn Basin. The planning process is ongoing and proposes to include locally-supported landscape changes (such as smaller water and flood protection infrastructure projects) as well as improvements to the Tule Canal from the Fremont Weir to Interstate 80. SAFCA and DWR will use this plan to help inform the U.S. Army Corps of Engineers (USACE) broader Comprehensive Study of the Yolo Bypass.
Collaborations (including Board advisory groups and external partner agencies)
Staff have collaborated internally with the Yolo Bypass Ad Hoc Subcommittee, the Office of County Counsel, and the County Administrator's Office. External collaborations include landowners within the Elkhorn Basin, the Yolo County Farm Bureau, RD 1600 and 537, the Lower Sacramento - Delta North Regional Flood Management Planning coordinating committee, and staff with the Central Valley Flood Protection Board, the State Department of Water Resources, the Sacramento Area Flood Control Agency, and the US Army Corps of Engineers.
