Reason for Recommended Action/Background

The County entered into an agreement with the California Department of Health Care Services (DHCS) to provide Drug Medi-Cal Organized Delivery System (DMC-ODS) Substance Use Disorder (SUD) treatment services to eligible clients. DMC-ODS is a program for organized SUD services to Medi-Cal eligible individuals with SUD residing in a county that has elected to participate in the DMC-ODS. The program provides beneficiaries with access to care and system interaction needed to achieve sustainable recovery. The County also receives funding from a variety of other federal and state funding streams that assist the County in provided SUD treatment services to various client populations, including but not limited to:  Substance Abuse Prevention and Treatment (SABG) Block Grant Funds; Substance Abuse and Mental Health Services Administration (SAMHSA); CalWORKS and CWS funding; 2011 Realignment, and Intergovernmental Transfer (IGT) Funds.

On June 26, 2018 the BOS approved Agreement No. 18-132 with Yolo Wayfarer Center dba Fourth and Hope for the provision of providing SUD residential treatment services with an initial term of July 1, 2018 through June 30, 2022 with three optional extensions through FY 22-23. The County took all of its optional extensions. HHSA then requested BOS approval of a six-month extension of the procurement for the short-term renewal agreement no. 23-122 with Yolo Wayfarer Center dba Fourth and Hope pending a formal solicitation for these services to allow services to continue.

On or about December 5, 2023 the agreement was amended to add funds in the amount of $150,000 to cover the pending invoices for the period of June 1, 2023 through December 31, 2023. The additional funding covered the costs for the increased number of referrals and the increased the population that was served with the additional funding recovery residence services was opened to any Yolo resident exiting residential treatment, and not just reserved for AB109, CalWORKs and CWS.

Staff requests approval of this second amendment to add funding due to the number of services and referrals offered that went over the contract amount. We will continue to see rising numbers of referrals in SUD in the next fiscal years to come.
