Reason for Recommended Action/Background
On or around March 12, 2024, the Board of Supervisors approved the agreement with Thurmond Consulting, LLC, for Homeowner Rehabilitation Program Implementation Services funded by the Community Development Block Grant (CDBG) program. The program is designed to expand the supply of decent, safe, sanitary, and affordable housing; to correct health and safety hazards in deteriorated housing; and to extend the useful life of existing housing units.
This program provides deferred loans for the rehabilitation of owner-occupied single-family homes located within the unincorporated area of Yolo County. The property must be the primary residence of the eligible applicant/borrower. Rehabilitation will be focused on correcting code violations, addressing health and safety issues, and the installation of mobility accommodations for seniors or persons with disabilities. Program loans may not exceed $80,000 or the actual cost of the project, whichever is less.
The program is partially funded by the State of California Department of Housing and Community Development (HCD) CDBG funds. Yolo County was awarded a $500,000 grant from CDBG for the Yolo County Housing Rehabilitation Program. The County has set aside an additional $250,000 in CDBG program income for the program. With these funds, it is anticipated that the program will assist approximately nine families.

Approval of the request herein will enable the County Administrator's Office to expedite the launch of the program, providing Yolo County residents more time to access the loans. The guidelines will be sent to the Board once finalized.
