Adopt budget resolution increasing Library appropriations and use of fund balance by $5,996 to pay for additional demolition costs related to a damaged structure at the Gibson House property for fiscal year 2023-24

In May and June 2023, there were two vehicle-structure accidents on the Gibson House property, causing damage to structures and property of the Yolo County Historical Collection. The Library department's budget unit for the Gibson House/Yolo County Historical Collection had significant salary savings in fiscal year 2022/23 due to a vacancy in the Museum Curator position, and $70,000 of fund balance from these savings was added to the fiscal year 2023/24 budget to pay for costs related to damaged collection items and structures. 

One of the damaged structures, the Garden Shed, has been slated for demolition, and General Services staff incurred significant labor and material costs to prepare the shed for such demolition.  The total costs incurred during the year, plus the upcoming demolition costs, exceed the amount appropriated for 2023/24 in the Gibson House/Yolo County Historical Collection budget unit. 

The Gibson House/Yolo County Historical Collection budget unit is funded by General Fund contributions, small grants, and occasional donations.  Library staff have summed actual cumulative revenues and expenditures from the budget unit's inception in fiscal year 2018/19 through June 30, 2023, and calculated an additional unused fund balance amount of $5,996.61.  We are requesting to use that fund balance amount to increase appropriations by $5,996 for payment of demolition preparation costs incurred by the General Services Department.

Yolo County Library staff have been working with the General Services Department to coordinate the demolition of the damaged structure at the Gibson House property.
