Reason for Recommended Action/Background

The existing library branch in Davis has long been identified as undersized for the community.  The county has planned for a second branch to serve Davis for many years, including a 2000's effort to establish a second branch at Walnut Park.  In late 2022, the County received an $8M grant from the California State Library to contribute to the construction of a new branch library in South Davis.  Using multiple funding sources from the County and also a contribution from the City of Davis, staff proposed a project budget of $21,330,051 to be inclusive of the cost to design, engineer, construct, and furnish the new library.

The project consists of 12,400 square foot new construction located in South Davis on the grounds of Walnut Park.  The site was selected in partnership with the City of Davis.  This new library will alleviate overcrowding at the existing Mary Stephens library in central Davis, provide a much needed community space for South Davis, and provide local and direct library access to residents in the South Davis area.  The plans and specifications include the base bid to build the library, and three add alternates as follows: 1) building out four electric vehicle charging stations instead of the building code minimum requirement of two stations plus infrastructure for two future stations; 2) add solar arrays over the parking lot to reduce the library's energy consumption, and 3) an alternate design of the heating and cooling system to reduce energy consumption.

With the Board's adoption of the plans and specifications, the Director of General Services or designee, can move forward to issuing a competitive solicitation for construction bids.  Staff will return to this Board for approval of the construction contract in November 2024.

The General Services Department collaborated with the Board's South Davis Library Subcommittee, the County Administrator's Office, the Library Department, and the County Counsel's Office.

Competitive Bid Process/Vendor Performance

Upon the Board approving the plans and specifications for the Walnut Park Branch Library, staff will be able to issue a competitive solicitation for construction bids.  Staff plan to return to the Board in November 2024 to award the contract.

The Board established a project budget of $21,330,051 for the Walnut Park Branch Library. This budget is inclusive of design, engineering, construction, utilities, management, furnishings, collection material, and contingency. The cost estimate for construction only is estimated to be $16,002,838. The cost for construction remains within the overall project budget, and the project retains a contingency budget of $1,360,543. This contingency is available to absorb any unexpected costs when receiving the construction bids, consideration of the three add alternates included in the bid, resolving undiscovered conditions during the construction phase, and absorbing any owner requested changes to the design after the construction contract is awarded.

During the design process, three cost estimates were prepared at different stages to ensure the project is within budget. An internal cost estimate was prepared at 30% design, and two cost estimates were independently prepared by Silva Cost Consulting at 50% design and now at 100% design. The 100% design cost estimate was prepared in August 2024, and includes a cost escalation assumption to 2025 when the bulk of construction will occur.
