Request the Board of Supervisors and chairperson to review, approve and promulgate the following Emergency Support Function Annexes: Emergency Operations Center Management, Evacuation, Mass Care and Sheltering, Flood, Wildfire, and Severe Weather. 

The Board of Supervisors, Chair, is requested to review and promulgate the updated Emergency Support Function (ESF) Annexes to the County of Yolo Emergency Operations Plan (EOP). Staff will present the ESF Annexes to the Board of Supervisors over several meetings.

The ESF Annexes detail Yolo County's strategic approach to managing emergency incidents and disasters, encompassing mitigation, preparedness, response, and restoration efforts. The updated operations plan provides clear guidance on how assigned primary and support agencies should execute their responsibilities, including developing and maintaining standard operating procedures and implementing necessary training and exercises. The ESF Annexes are integral to Yolo County's comprehensive emergency management strategy.

Developed by the Federal Emergency Management Agency's Comprehensive Planning Guide 101 (version 3) and California's Emergency Planning Guidance documents, these annexes outline specific roles and tasks for various agencies during emergencies. The revised ESF Annexes, designed to replace previous versions, ensure all involved agencies operate under the most current and effective procedures, thereby enhancing their preparedness and response capabilities. The updated ESF plan will be disseminated digitally to all primary and support agencies with designated responsibilities upon review and approval.

Aligning all parties with the latest guidelines is crucial to ensuring they are equipped to handle their roles efficiently during emergencies. By implementing these annexes, the Board of Supervisors will enhance the County's preparedness and response capabilities and foster a coordinated and effective approach to managing emergencies and disasters in Yolo County.
