Subject

Approve the plans and specifications for the remodel of the County-owned facility housing the Yolo County Emergency Communications Agency; authorize the Director of General Services to approve a construction contract with Broward Builders in the amount of $324,510; and authorize the Director of General Services to approve change orders or contract amendments consistent with applicable charge order limits established in State law, but not to exceed a cumulative total of ten percent (10%) of the total original contract price. (No general fund impact) (Pistochini)

Recommended Action

  1. Approve the plans and specifications for the remodel of the County-owned facility housing the Yolo County Emergency Communications Agency; 
     
  2. Authorize the Director of General Services to approve a construction contract with Broward Builders in the amount of $324,510; and
     
  3. Authorize the Director of General Services to approve change orders or contract amendments consistent with the applicable change order limits established in State law, but not to exceed a cumulative total of ten percent (10%) of the total original contract price or an amount not to exceed $32,451.

Reason for Recommended Action/Background

The Yolo Emergency Communications Agency (YECA) is a joint powers authority that provides consolidated 911 dispatch services for the County, the Cities of West Sacramento, Winters, and Woodland, and various fire protection districts.  YECA is based out of a county-owned facility at 35 North Cottonwood Street, Woodland.  Thus any capital improvement to this facility requires County approval and involvement.  YECA is embarking on a multi-year capital improvement plan for the facility, with the first phase being the improvement of the dispatch center operations room.  YECA is fully financing this project while the County provides architectural, engineering, procurement and construction support. 

The project will involve a complete demolition of the existing dispatch space, allowing the YECA to implement a comprehensive redesign that focuses on enhancing operational efficiency and creating a modern, ergonomic environment for their dispatch personnel. Key components of the remodel includes new HVAC Design, lighting, carpet, paint, and workstations to provide for a more modern, energy-efficient and ergonomically efficient workspace.  The 911 Dispatch Center is the heart of our emergency response system. The upgrades are essential to provide the dispatchers with a workspace that supports their critical role in managing emergency calls and coordinating responses. The proposed remodel will not only enhance the functionality of the center but also contribute to the overall well-being of the personnel, reducing stress and fatigue.

The General Services Department collaborated with the Yolo Emergency Communications Agency and the County Counsel's Office.

Competitive Bid Process/Vendor Performance

The County conducted a competitive solicitation for bids.  The solicitation was published on June 27, 2024, a job walk occurred on July 24, 2024, and the solicitation closed on August 15, 2024.  The County received six bids, of which four were determined responsive.  No protests were received and the intent to award was issued to Broward Builders.
