Reason for Recommended Action/Background
On or about November 28, 2023, Yolo County Health and Human Services Agency (“HHSA”) and First 5 Yolo Children and Families Commission entered into an Inter-departmental Memorandum of Understanding (“MOU”) for the California Work Opportunity and Responsibility to Kids (“CalWORKs”) Home Visiting Program.
On or about September 24, 2024, the Board of Supervisors for the County of Yolo adopted a budget for fiscal year 2024-25 for HHSA. On or about October 3, 2024, the California Department of Social Services issued County Fiscal Letter No. 24/25-15 notifying HHSA of its CalWORKs Home Visiting Program Allocation for fiscal year 2024-25. During the adopted budget process, HHSA Fiscal staff were unaware of the full allocation amount reflected in County Fiscal Letter No. 24/25-15; therefore, the additional funds were not included in the adopted budget process.
Approval of the request herein will enable HHSA to add the amount of $267,882 to the Health and Human Services Agency adopted budget for fiscal year 2024-25 and subsequently amend to increase the MOU with First 5 Yolo.

No general funds are required by this action. The action will allow the expenditure agreement to have a total amount of $549,736 for fiscal year 2024-25 (pending approval of the attached budget resolution); the services will be funded through the CalWORKs Home Visiting Program allocation. The amount of $281,854 is included in the HHSA adopted budget for fiscal year 2024-25, and the amount of $267,882 will be added to the HHSA adopted budget for fiscal year 2024-25 (pending approval of the attached budget resolution). Any related funding will be included in the requested budget process for future fiscal years.
