Recommended Action

Reason for Recommended Action/Background
Background
In February 2022, Yolo County executed a contract with the Yolo County Office of Education (YCOE) to serve as the lead agency for the Roadmap to the Future, a Countywide initiative to achieve the vision that every child born in, cared for, and educated in Yolo County has an advantage because of the community’s response to their developmental needs. Subsequently, the Board set aside $1.95M to support implementation of the Roadmap to the Future. On October 8, 2024, the Board directed the County Administrator's office to work with YCOE staff to develop a proposal for allocating the $1.95M funding and return at a future meeting. YCOE and County staff conducted a crosswalk exercise to analyze the needs identified in the Roadmap Needs Assessment relative to County services. On November 12, 2024, staff presented Roadmap to the Future crosswalk materials including funding proposals and the Board approved $468,000 for the Help Me Grow program by First 5 Yolo.
Help Me Grow
Help Me Grow (HMG) is a universal early childhood mental health access and linkage hub expanding early identification and intervention, supporting early childhood development. HMG works directly with childcare providers across Yolo County to support developmental screening and family engagement around healthy child development. This Project builds sustainability by supporting First 5 Yolo’s ability to bill Medi-Cal for eligible services, as well as the capacity to develop other funding opportunities and helps continue direct services and developmental screening systems supporting sustainability and early learning/childcare systems.
Additionally, the project will supply CPR classes for childcare providers, prioritizing Family Friend Neighbor providers seeking licensure and encountering cash flow barriers in paying for CPR classes required for licensing from the State of California. CPR courses will be open to other childcare providers as well, further buttressing the childcare system in Yolo County in alignment with First 5 Yolo’s IMPACT work.
First 5 Yolo shall also collect performance and outcome data associated with this project. The full scope of the project may be found in Attachment A, which includes the Help Me Grow MOU.
