Authorize the Director of General Service to enter into a contract with Diablo Roofing Inc. in an amount not to exceed $753,000 for the 725 Court Street, Woodland, California Roof Project; and authorize the Director of General Services to approve change orders or amend the construction contract with Diablo Roofing, Inc. consistent with the applicable change order limits of the Public Contract Code, but not to exceed a cumulative total of $75,300. Recommended Action
- Authorize the Director of General Services to enter a contract with Diablo Roofing Inc. in an amount not to exceed $753,000 for the 725 Court Street, Woodland, California Roof Project; and
- Authorize the Director of General Services or the Director's designee to approve change orders or amendments to the contract with Diablo Roofing Inc. consistent with the applicable change order limits of the Public Contract Code, but not to exceed a cumulative total of $75,300.

Reason for Recommended Action/Background
The County is in a multi-year roof replacement and rehabilitation program. For fiscal year 2024-25, the County prioritized replacing the Historic Courthouse roof at 725 Court Street, Woodland, California as the existing roof is end-of-life. The new roof is designed to address several long-standing structural concerns contributing to water intrusion. This includes removing a no-longer-needed utility penthouse and a skylight over an emergency stairwell. To preserve this significant County asset, the General Services Department recommends approval of a complete roof replacement. The plans and specifications were approved by the Board of Supervisors on October 22, 2024. The project will commence in March 2025 when the wet weather season passes.

Competitive Bid Process/Vendor Performance
The County issued an Invitation for Bids on October 23, 2024. The County conducted a pre-bid conference on October 31, 2024. Six bids were received and all were responsive. Diablo Roofing, Inc. submitted the lowest responsive and responsible bid and is recommended to be awarded this contract.

This project is one of three budgeted using Accumulated Capital Outlay funds for roof projects. The FY24/25 appropriated $2.9 million for the roof replacements/repairs at (1) 500A Jefferson Boulevard, West Sacramento, (2) 725 Court Street, Woodland, and (3) 2880 East Gibson Road, Woodland.
