Recommended Action
- Approve agreement with Yolo County Children’s Alliance (YCCA) in the amount of $325,000 for the period of July 1, 2025 through June 30, 2026, for the provision of comprehensive employment and training services for youth under the Workforce Innovation and Opportunity Act in Region 2; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency, or designee, to: 1) exercise optional year extensions for fiscal years 2026-27, 2027-28 and 2028-29 and 2) issue related option year notices. See Att. A. Agreement, Section I. of Attachment 1.

The Yolo County Health and Human Services Agency (HHSA) is committed to building a stronger, more resilient community. A key part of this effort is made possible as a result of the funding received under the Workforce Innovation and Opportunity Act (WIOA) Title I Youth Program through the California Employment Development Department (EDD). This program is a direct investment in our most valuable resource, our youth.
This funding provides the opportunity to support young people in Yolo County, helping them gain the skills and education they need to succeed. Our services are designed to meet the diverse needs of our youth while aligning with the strategic goals of our local and regional industry needs. The program's wide range of services, which adhere to strict guidelines established by the U.S. Department of Labor and the California Employment Development Department (EDD), includes:
This funding provides the opportunity to support young people in Yolo County, helping them gain the skills and education they need to succeed. Our services are designed to meet the diverse needs of our youth while aligning with the strategic goals of our local and regional industry needs. The program's wide range of services, which adhere to strict guidelines established by the U.S. Department of Labor and the California Employment Development Department (EDD), includes:
- Tutoring and dropout prevention to complete high school or obtain post-secondary credentials.
- Alternative or dropout recovery school services.
- Paid/unpaid work experiences with academic and occupational training.
- Education combined with workforce preparation and occupational training.
- Leadership development through community service and peer activities.
- Supportive services for participation in WIOA activities.
- Adult mentoring for at least 12 months during and after program participation.
- Follow-up services for at least 12 months post-program.
- Comprehensive guidance and counseling, including substance abuse support and referrals.
- Financial literacy education.
- Entrepreneurial skills training.
- Labor market and career information, including career counseling and exploration.
- Support to prepare youth for post-secondary education and training transitions.
The WIOA Youth Program is more than just a series of services; it's a foundation for a brighter future for all of us. By equipping our youth with the tools they need to thrive, we are strengthening our local economy by creating a skilled workforce that is a magnet for businesses and a key driver of economic growth. We are also directly addressing a critical community need by connecting young people with meaningful employment and training opportunities. Furthermore, the program builds stronger communities by fostering leadership skills and community engagement, creating a more civically active generation. The portion of the funding is specifically allocated to serve communities within our region, including Brooks, Capay, Dunnigan, Esparto, Guinda, Knights Landing, Madison, Rumsey, Winters, Woodland, Yolo, and Zamora. This allows us to tailor our support to the unique challenges and opportunities present in these areas. This initiative represents our commitment to creating a future where all young people in Yolo County have the chance to achieve their full potential. We are proud to partner with the state and federal government to bring these vital resources to our community.

Competitive Bid Process/Vendor Performance
On April 4, 2025, the County via the General Services Department, Procurement Division (GSD) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Workforce Innovation and Opportunity Act (WIOA) Youth Services. The solicitation was open for thirty-nine (39) days, (just over 5 weeks). On April 14, 2025, GSD and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference. The County received three (3) proposals from this solicitation (see list provided below). Two of the proposals were for region 2 and one of the proposals was for region 1. GSD reviewed the proposal for minimum requirements and three (3) proposals were moved forward to the Review Committee, comprised of members of the Workforce Innovation Board, The Review Committee evaluated the proposals and determined that the proposal submitted by YCCA met all the required qualifications necessary to successfully provide these services in region 2. YCCA was determined as the best evaluated proposer for region two (2) and on June 25, 2025, the County issued an Intent to Award letter.
Post Competitive Bid Process
Following the competitive bid process, the U.S. Department of Labor allocated more funding to states and local areas than initially anticipated, resulting in a higher total of available funds for these services. The original funding plan had been based on early estimates provided by the Department.
After the issuance of the Notice of Intent to Award, YCCA was asked to explain how it would incorporate the additional funding into its original proposal and how the increased funding might impact its planned service delivery. Although this information was not part of the initial evaluation criteria, it was taken into consideration during the final contract negotiations.
This unexpected increase in funding will enable YCCA to expand its planned services. Based on the originally projected budget, the initial proposal outlined services for twenty-four (24) participants. With the additional resources, YCCA will now be able to serve thirty-seven (37) participants. As part of the contract negotiation process, both the total number of participants to be served and the related budget line items were revised to reflect this expanded scope of services.

No general funds are required by this action. These services will be funded by Workforce Innovation and Opportunity Act (WIOA). The total amount of this action is $325,000 for the period of July 1, 2025 through June 30, 2026. The amount of $325,000 is in the HHSA recommended budget for fiscal year 2024-25. The related funding will be included in the requested budget process for future fiscal years.
