Consider amending Yolo LAFCo's Payroll and Benefits Administration Policy 5.9 to detail benefit unit classifications for each position per recent audit recommendation

RECOMMENDED ACTION

Adopt the amended policy in LAFCo's Administrative Policies and Procedures.

REASONS FOR RECOMMENDED ACTION

At the May 22, 2025, meeting, the Commission directed staff to return with an agenda item to amend our policies per the recommendation of our auditor to note LAFCo employees receive Yolo County benefits, including documenting which benefit classification unit and MOU are applicable to each position. The following amended policy has been developed in consultation with LAFCo counsel. New verbiage is shown in bold/italics and deleted text is shown in strikethrough. 

5.9 PAYROLL AND BENEFITS ADMINISTRATION

Yolo County currently administers payroll and benefits for LAFCo. The Clerk shall review each payroll report and the entry of the payroll posted by the County Department of Financial Services into the general ledger on a monthly basis to ensure the payroll is complete and accurate. Payroll information will be included in the expenditure details per account provided to the Commission in financial status reports. Detailed procedures for payroll review shall be created and maintained as an attachment to this policy manual.

Unless otherwise provided by a majority vote of the Commission, each LAFCo employee shall receive the same benefits package offered to County employees per each position's classification, including health, dental, and vision insurance, employee pension, OPEB, holidays/vacation, sick leave, 401(a) plan in-lieu of health benefits, and 457(b) deferred compensation benefits earned. LAFCo staff are currently unrepresented employees and follow the Yolo County Personnel Rules and Regulations. The Executive Officer position receives the benefits of the County’s Assistant Department Head (H2) classification, the LAFCo Senior/Principal Planner and Associate/Senior/Principal Management Analyst positions receive the benefits of the County’s Confidential Professional (C2) classification, and the LAFCo Administrative Specialist I/II positions receive the benefits of the County’s Confidential Clerical (C1) classification.
