Reason for Recommended Action/Background
The HOME Investment Partnership Program (HOME) is designed to assist communities - often in partnership with local, not-for-profit, individual, corporation and publicly owned entities - to fund a wide range of activities to produce and maintain affordable rental and homeownership housing and provides tenant-based rental assistance for low-income and very low-income households. The HOME program is the largest Federal block grant to States and local governments designed exclusively to create affordable housing for low-income households. Each year, the HOME program allocates approximately $1.5 billion among States and approximately 600 localities nationwide. The primary objectives of the HOME program are to provide safe, decent, affordable housing to low-income households, expand the capacity of non-profit housing providers, and strengthen the ability of the local government to provide housing and leverage private-sector participation. The County receives HOME grant funds through the California Department of Housing and Community Development (HCD).
Staff requested to utilize up to $668,437 of HOME Program income funds for the Tenant Based Rental Assistance (TBRA) and Owner-Occupied Rehab Program (OOR).
Staff requested to utilize up to $668,437 of HOME Program income funds for the Tenant Based Rental Assistance (TBRA) and Owner-Occupied Rehab Program (OOR).
- The TBRA Program will facilitate urgent housing assistance to Yolo County families at risk of homelessness, families who are homeless, and families who are financially distressed by providing rental assistance, utility deposits, and/or security deposits to income-eligible households.
- The OOR Program provides deferred loans for the rehabilitation of owner-occupied single-family homes located within Yolo County. Rehabilitation focuses on correcting code violations, addressing health and safety issues, and the installation of mobility accommodations for seniors or persons with disabilities.
County staff plan to implement a marketing plan comprised of newspaper ads, flyers sent to social service agencies, City housing departments, County departments, and local organizations to advertise the programs. Note: The City of Davis receives HOME funds directly from the U.S. Department of Housing and Urban Development (HUD) and there cannot be overlap with County HOME funds, so the $668,437 HOME funds cannot be used in Davis.
Staff recommends Board approval of the attached resolution in support of the County's application for $668,437 in HOME Program income funding.
