Reason for Recommended Action/Background
The purpose of the attached Memorandum of Understanding (MOU) is twofold: to authorize certain near-term habitat restoration actions at the County-owned Haller Muller property, located along Cache Creek within the Cache Creek Area Plan (CCAP) boundary, and to provide a framework for longer-term conservation actions on the property that are anticipated to include the establishment of a conservation easement that permanently protects the proposed habitat restoration area and existing habitat on the site.
The proposed restoration work includes, but is not limited to, preparing a portion of the site to receive approximately 23 elderberry shrubs that the County is required to have transplanted from the Knights Landing Flood Management Project for work performed on the CSA-6 (Snowball) levee; planting associated with native companion plants; and installing and maintaining temporary irrigation infrastructure to facilitate plant establishment and success.
The MOU and proposed activities identified within the MOU are consistent with the Conservancy's Board of Directors Resolution No. 14-126 adopted on December 2, 2014, which supports a conservation partnership with the Yolo Habitat Conservancy in connection with implementation of the Yolo Habitat Conservation Plan/Natural Community Conservation Plan (Yolo HCP/NCCP). The partnership envisioned enrolling County-owned lands into the Yolo HCP/NCCP reserve system with the establishment of conservation easements on between 250 and 660 acres of County-owned land within the area covered by the Cache Creek Area Plan (CCAP).
On December 18, 2025, the Yolo Habitat Conservancy Board of Directors authorized the execution of the MOU with Yolo County, which is included as Attachment A.
