Reason for Recommended Action/Background
Consultant services are needed to supplement county staff during the construction phase of the CR 41 Bridge Over Cache Creek Replacement Project. Based on the requirements in the Request for Proposals (RFP), Mark Thomas & Company, Inc., demonstrated specialized experience and qualifications of the proposed team personnel and submitted an economical cost proposal. Based on the total scope of work detailed in the RFP, the cost of the consultant’s services is $1,243,302. Approving the agreement with Mark Thomas & Company, Inc., ensures adequate project staffing throughout the duration of the bridge construction.
BACKGROUND
The purpose of the Project is to replace the existing structurally deficient Rumsey Bridge that is near the end of its service life. After extensive public outreach and assembling a feasibility study, the Board approved the following bridge replacement strategy on December 15, 2015: an approximate 400-foot long, three span, cast-in-place, prestressed concrete box girder structure with 28 feet of clear width between concrete barriers. The replacement bridge will be located west of the existing bridge along a new upstream alignment. County Road 41 will also be oriented along a new bearing relative to the original alignment so that the new road intersects State Route 16 at a perpendicular angle. This will improve the intersection geometrics relative to the existing condition and allow for the existing bridge to remain open during construction to accommodate traffic. The existing bridge will be removed only after the new bridge has been opened to the public.
The Rumsey Bridge is listed on the National Register of Historic Places for its type, period, and method of construction, as a rare and significant example of a concrete tied arch bridge in the State of California. Since the bridge will be replaced, a Memorandum of Agreement (MOA) was executed on December 4, 2019, by the State of California and Yolo County to provide several historical mitigation actions, including requirement of a monument that provides a brief history of the Rumsey Bridge, its engineering features, and its significance. The Rumsey Improvement Association, the Greater Capay Valley Historical Society, and the Yolo County Historical Society each provided their concurrence with the MOA mitigations, as well.
The Board of Supervisors adopted the Initial Study/Mitigated Negative Declaration (IS/MND) on September 29, 2020, as the appropriate level of environmental review in accordance with the California Environmental Quality Act (CEQA). On August 26, 2020, Caltrans concluded that a Categorical Exclusion was the appropriate determination for the project under the National Environmental Policy Act (NEPA). In addition, County staff and Yocha Dehe Wintun Nation staff collaborated early in the design and environmental phases of the project to ensure an acceptable design and bridge alignment.
The project is currently being advertised for competitive bids with a scheduled bid opening on January 29, 2026. We anticipate construction activities will begin in Spring 2026.
As the Public Works Division does not routinely construct this type of complex bridge project or have staff available to be dedicated to the entire length of the construction effort, staff developed an RFP to select a consultant who could provide the requisite specialized technical engineering and inspection support to the County during bridge construction.
Based on the requirements in the RFP, Mark Thomas & Company, Inc., demonstrated qualified staff who have extensive field experience with design and inspections of concrete bridges, cast-in-drilled-hole concrete piles, and the specific type of bridge foundations to be constructed for this bridge.

A request for proposals (RFP) for Construction Management Services for the County Road (CR) 41 Bridge Over Cache Creek Replacement Project was advertised on Beacon Bid beginning October 6,2025. Seven proposals were received by the deadline of November 3, 2025.
A selection committee of three Public Works staff members reviewed the proposal to determine if the firm was qualified in accordance with Chapter 10 of the Caltrans Local Assistance Procedures Manual for consultant selection. Based on the evaluation criteria established in the RFP, Mark Thomas & Company, Inc., was identified as the firm with the best proposal and to be qualified. After selecting Mark Thomas’s proposal, the cost proposal was reviewed.

Sufficient funds were included in the FY2025/26 Road Fund budget for construction of this bridge project and will be budgeted in the FY2026/27 Road Fund budget. The total construction cost, including the cost of the services provided under this agreement, will be reimbursed through the Highway Bridge Program (HBP), at a rate of 100%.
