Reason for Recommended Action/Background
Each year, the Department of Community Services, Public Works Division, must contract with trucking businesses to provide the ability to haul the materials needed for road maintenance projects throughout the County. Thousands of tons of aggregate base, hot mix asphalt, and other materials must be transported to Road Maintenance worksites throughout the year.
The last time that the trucking contract was solicited, only one business responded and received a contract, West Coast Water and Trucking, Inc. The contract awarded to West Coast was for $200,000 per fiscal year for up to three years. Amendment 1 increased the yearly amount to $350,000. This current contract year (FY25-26), year two of the contract, two unanticipated projects were prioritized for motorist safety, given the number of serious incidents that have occurred recently on South River Road and along County Road 27 southwest of the City of Woodland.
Approval of Amendment 2 will help reconcile a contract overage of $11,768.96 due to the unexpected substantial amounts of material that had to be hauled in the months of September, October, November, and December to accomplish the safety improvements that were needed on South River Road and along County Road 27. It will also provide a buffer for the remaining four months of the current fiscal year.
In addition, approval will provide the ability for Road Maintenance to provide similar hauling amounts for the final contract year, if necessary.
West Coast Water and Trucking, Inc. performance has been satisfactory throughout the contract period.
