Reason for Recommended Action/Background

On September 8, 2025, the Yolo County District Attorney's Office posted a Notice of Request for Proposals (RFP) for a District Attorney Case Management. System (CMS).  The purpose of the RFP is to replace our legacy system, LawSuite, which was first internally developed by Yolo County Innovation and Technology Services in 2008, and modernized in 2019. Through the RFP, we requested proposals from qualified vendors to provide modern comprehensive solutions to provide an integrated platform for criminal prosecution case management, document management, evidence tracking, and criminal justice information sharing.  At the conclusion of the RFP process in December 2025, we selected PROSECUTORbyKarpel (PbK) to serve as our next CMS.

PbK is a modern system, utilizing current technology and tools, that will create efficiencies for our office by automating routine tasks and streamlining workflows.  Their system will provide several integrations, including the Yolo County Superior Court, that will reduce redundancies and save our staff time. PbK provides enhanced data analytics for real-time information.  They provide a Victim Engagement platform that helps us better serve our victims of crime by automatically providing them with current information regarding their cases. PbK will allow our office to participate in a Race Blind Charging study that we are unable to participate in with our current technology.

The District Attorney's office has been working with County Innovation & Technology Services and County Procurement assisted in managing the competitive bid process from beginning to end, when PROSECUTORbyKarple was selected.  County Counsel has been reviewing the agreement to ensure liability protection for the County of Yolo.

The Yolo County District Attorney will be entering into a 5-year contract with PROSECUTORbyKarpel for a new case management system. The total cost of the agreement will be $1,414,125. We are paying $164,910 above bid to include the optional Victim Engagement Platform.

With our current legacy system, LawSuite, Yolo County Innovation and Technology internally bills the District Attorney's office $253,000K/fiscal year for the Programmer IV. In FY25/26, this position changed to 50% DA and 50% Sheriff. For FY25/26, the savings from this position will be used towards the case management system.

FY26/27 PROSECUTORbyKarpel will cost $90,325

In FY26/27, the District Attorney will still contract with Yolo County Innovation and Technology for the Programmer IV at approximately $135,300 for a total general fund cost of $195,818. This is less than the $270,600 cost if we were to continue with LawSuite.

FY27/28 to FY30/31 PROSECUTORbyKarpel will cost $268,450/year. - The District Attorney's office will no longer fund the Programmer IV from Yolo County Innovation and Technology.

Consumer Fraud Environmental — $88,589/year

In order to integrate the system with our law enforcement partnering agencies (Local Law Enforcement, Probation, etc.), it is possible there could be an additional cost of $15,000 not included in the agreement with PROSECUTORbyKarpel.
