Reason for Recommended Action/Background

The Yolo County Airport's runway is in need of rehabilitation.  Through regular maintenance, the life of the pavement can be preserved to reduce the occurrence of repairs. The runway was originally constructed in 1941 and is 6,000 feet long and 100 feet wide. The runway is exhibiting ordinary signs of wear for its age, including weathering, block cracking, and longitudinal/transverse cracking. The runway has a Pavement Condition Index rating of 63, or fair condition (on a scale of 0 to 100, with 100 being the best rating). The County utilized Mead & Hunt for Airport Engineering services through an existing on-call agreement with the County to develop the plans and specifications.

The County's grant application with the Federal Aviation Administration to pay for 90% of potential construction cost is submitted and is pending award based on received bids for this project and the overall availability of federal transportation funds for aviation projects.  Approving the plans and specifications allows the County to proceed with soliciting bids for the construction work. The County anticipates returning to the Board for contract approval in Fall 2026 upon receiving funding decisions from the FAA.

Collaborations (including Board advisory groups and external partner agencies)

The Department collaborated with the Federal Aviation Administration to secure grant funding.  The Department informed the County's Aviation Advisory Committee of this project.

Competitive Bid Process/Vendor Performance

Upon approval of plans and specifications, County staff will conduct a competitive solicitation process and award based on the lowest cost bid.  Staff will return to this Board for consideration and approval of the construction contract in a future meeting depending on funding decisions by the Federal Aviation Administration, expected to occur in Fall 2026.

There is no fiscal impact associated with this item.  The engineer's estimate for this project is approximately $1.3M.
