Reason for Recommended Action/Background
In 1991, the El Macero County Service Area (EMCSA), constructed a well at EMCSA expense known as "EM3." At the time of construction, the well was also connected to the El Macero Country Club (EMCC) irrigation supply on hole 12 of the course, as a redundancy coverage for EMCC, which only had a single extant well. El Macero is now connected to the City of Davis public water system and receives all potable and irrigation water through the City connections. Currently, EMCSA has no use for the EM3 well.
To avoid the expense of closing the well while simultaneously permitting the club to retain access to the irrigation supply, EMCSA and EMCC would like to enter into a use agreement. EMCC will maintain and pump the well, pay maintenance and electricity expense, and provide an annual report to the EMCSA on maintenance and use items for the well. This use agreement will also serve to keep the well in good working order, should the CSA have a future need or use for the well.
Staff recommends the Board of Supervisors approve the agreement on behalf of EMCSA.
