Reason for Recommended Action/Background
This ordinance was reviewed and discussed by the Board of Supervisors at the October 25, 2016 Board Meeting. In summary, this ordinance will address the environmental and safety hazards that can be attributed to the increasing number of abandoned and derelict vessels stationed in Yolo County's waterways. If adopted, this ordinance will restrict vessels from anchoring and mooring in County waterways for a period of time exceeding 96 consecutive hours. If this 96-hour restriction is violated, the Yolo County Sheriff's Office can issue a Notice to Remove that will require the owner of the vessel to remove it within a 48-hour time period. After being issued a Notice to Remove, the vessel must travel 500 yards beyond the County line and leave the County for a minimum of 24 hours before returning.

Staff has worked collaboratively with Supervisor Villegas, County Administrator staff, County Counsel, the Sheriff's Marine Patrol unit, and staff from Sacramento County Sheriff’s Office, West Sacramento Police Department, City of Sacramento Police Department, and the Department of Boating and Waterways.

Boating enforcement and abatement is funded through grant funds. The proposed ordinance may generate revenues to offset enforcement costs through fines and fees.
