Approve a Cooperative Services Agreement with the Esparto Community Services District for operation and management of the Tuli Mem Park and Aquatics Center and the Esparto Community Park through June 30, 2023, not to exceed $230,000 for Tuli Mem Park and Aquatic Center and $33,000 for the Esparto Community Park for a total agreement lifetime maximum up to $263,000. (General fund impact $61,500) (Pistochini)

Approve a total project budget not to exceed $300,000 for design, build and installation of a shade structure at the Tuli Mem Park central gathering area, authorize the Director of General Services to enter into a contract with JPB Designs Inc. in an amount not to exceed $230,000 for the design build and installation of said shade structure, with an option to amend the contract with JPB Designs Inc., up to an additional $50,000 to add bid alternate two in the amount of $42,000 and contingency funds, if additional funding becomes available and approved by the Board. Adopt Authorized Position and Salary Resolution to implement changes in the Community Services Department, County Administrator's Office, District Attorney's Office and General Services; and adopt resolution providing for At-Will appointments to County positions. (No general fund impact) (Lara)

Authorize the use of IT Innovation Funds in the amount of $21,548 to acquire services for a third-party hotline to provide a mechanism for a Fraud Reporting and Whistleblower Program for the County; and adopt a budget resolution increasing the Department of Financial Services Audit Division 2022-23 budget by $21,548. Approve and authorize the execution of State Agreement No. 22-20147, a non-financial agreement with the California Department of Health Care Services, for the period of July 1, 2022 through June 30, 2027 for the provision of specialty mental health services; approve and authorize the Director of the Yolo County Health and Human Services Agency (HHSA), or their designee, to enter into the agreement; and approve and authorize the HHSA Director, or their designee, to execute any additional forms, documents, and/or amendments relating to the agreement. Approve eighth amendment to Agreement No. 19-242 with Willow Glen Care Center to add funding in the amount of $147,400 for 2021-22, for a new contract maximum of $4,535,511, for the period of July 1, 2017 through June 30, 2022, for the provision of 24-hour residential care services. Approve sixth amendment to Agreement No.19-144 with Yolo Community Care Continuum to increase funding in the amount of $33,900 for 2021-22 for a new contract maximum of $2,042,691 for the period of July 1, 2019 through June 30, 2023 for the provision of adult residential services. Approve third amendment to Agreement No. PO 4077 with North Valley Behavior Health to add funding in the amount of $106,400 for 2021-22 for a new contract maximum of $7,023,000 for the period of July 1, 2021 through June 30, 2024 for the provision of psychiatric health facility services. Approve fourth amendment to Agreement No. 17-217 with LocumTenens.com, LLC to add funding in the amount of $6,000 for 2021-22 for a new contract maximum of $2,206,000, for the period of July 1, 2017 through June 30, 2022, for the provision of locum tenens medical adult psychiatric services. Approve third amendment to Agreement No. 21-194 with Yolo Wayfarer Center to increase funding in the amount of $75,000 for a new contract amount of $386,485; for the period of December 22, 2020 through September 30, 2022; and to revise line item amounts in the budget for the provision of Emergency Shelter/Non-Congregate Shelter as a subrecipient of the Emergency Solutions Grant-Coronavirus Round 2.
