Adopt an Initial Study/Mitigated Negative Declaration for the Wood Duck Well and Pump Station for the Wild Wings County Service Area and Mitigation Monitoring and Reporting Plan as the appropriate level of environmental review in accordance with the California Environmental Quality Act, approve the Project, and direct County staff to file the Notice of Determination with the County Clerk-Recorder. Approve Flood Maintenance Assistance Program funding agreement in the amount of $113,100 with the California Department of Water Resources for County Service Area No. 6 levee maintenance activities and adopt associated Funding Acceptance and Local Maintaining Agency Authorizing resolutions. Authorize Emergency Contract Change Order or Amendment, in the amount of $2,096,600, to Agreement No. 22-19 with Odin Construction Solutions, LLC for the Knights Landing Mid-Valley Sites 9 & 10 Levee Improvements Project; adopt a related resolution with findings and a delegation of signature authority; and adopt a budget resolution using General Fund contingency to increase the Knights Landing Levee Capital Project budget by $123,000. (Potential general fund impact) (4/5 vote required) (Lindbo/Sabatini)

Approve reimbursement of $108,298 to the Road Fund for FY 22/23 Quarter 1 activities for efforts to assemble construction ready documents, to pursue grant application opportunities, and implement construction of road projects and adopt a budget resolution increasing appropriations and estimated revenues for the Road Fund by $108,298. Approve agreement with the Yolo Crisis Nursery, Inc. by using American Rescue Plan funds in the amount of $1,100,000 for the period of April 12, 2022, through December 31, 2024, to construct a larger facility for Yolo Crisis Nursery, Inc., which will triple the capacity of the Crisis Nursery and increase the number of transitional housing for children and the number of nursery beds and childcare slots. (No general fund impact) (Pinedo/York)

Approve agreement with the Yolo Food Bank using American Rescue Plan funds in the amount of $250,000 for the period of October 25, 2022, through December 31, 2024, to assist in the operations of the Eat Home Yolo program during a time when need across the general distribution increased by 15% due to the pandemic. (No general fund impact) (Pinedo/York)

Approve agreement with the Yolo Community Foundation using American Rescue Plan funds in the amount of $25,000 for the period of July 1, 2022, through October 31, 2023, to increase the capacity of the Yolo County Nonprofit Leaders Alliance to assess expansion opportunities, conduct outreach to engage new participants, and increase the Yolo County Nonprofit Leaders Alliance activities such as trainings and events. (No general fund impact) (Pinedo/York)

Approve agreement with the Yolo Food Bank using American Rescue Plan funds in the amount of $125,000 for the period of October 25, 2022, through December 31, 2024, to assist in the operations of the Kids Farmers Market program during a time when need across the general distribution increased by 15% due to the pandemic. Approve and authorize the Chair to sign agreement with Partnership Healthplan of CA in the amount of $6,303,760 for the period from Effective Date through December 31, 2027, for the provision of Housing and Homelessness Incentive Program funding. (No general fund impact) (Sullivan)

Approve first amendment to Agreement No. 22-236 with Resource Development Associates (RDA) to extend the term of the Agreement through July 31, 2023, and add funding in the amount of $20,803, for a new contract maximum of $145,733, for the period of the effective date through July 31, 2023, for the provision of consultant services to finalize the Yolo County Community Health Assessment and to facilitate the development of the Community Health Improvement Plan (CHIP).
