Approve agreement with the City of Davis using American Rescue Plan funds in the amount of $397,978 for the period of January 1, 2024, through December 31, 2024, to launch a Davis Chapter of the flagship Downtown Streets Team (DTS) model where the DTS will manage a team of 15 volunteers (serving at least 60 individuals) to supplement existing cleaning initiatives undertaken by the City of Davis in the downtown areas. Adopt resolution authorizing the County Administrator to execute emergency drought grant funding for dry well assistance program. (No general fund impact) (Pinedo/Bryan)

Adopt resolution designating the County Administrator as the authorized agent for the purpose of applying for and administering Federal and/or State financial assistance for disaster expenses, as required by the Federal Emergency Management Agency and the California Governor's Office of Emergency Services, for a three-year period.
