Approve Project Partnership Agreement with the California Department of Water Resources in the amount of $2,477,500, for the Huff's Corner Levee Raise & Channel Reconfiguration Project (Phase II); adopt associated resolution accepting funds and authorizing the Director of Community Services and Manager of Natural Resources to perform various administrative actions and adopt a budget resolution increasing the Cache Creek Resources Management Plan Fund budget by $2,477,500. Adopt resolution authorizing a proposal for funding from the California Department of Water Resources' Flood Maintenance Assistance Program for County Service Area No. 6 Levee Maintenance Activities and Designating a Representative to Execute the Agreement. Adopt an Initial Study/Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the County Road 96 over Union Slough Bridge Replacement Project, in accordance with the California Environmental Quality Act (CEQA) and CEQA Guidelines, approve the Project, and direct County staff to file the Notice of Determination with the County Clerk-Recorder. (No general fund impact) (Lindbo/Aleaf)

Adopt a Notice of Exemption finding that the 2024 Road Resurfacing Project is exempt from further environmental review based on Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines and authorize filing of a Notice of Exemption pursuant to Public Resources Code 21152(b); adopt the plans and specifications for the 2024 Road Resurfacing Project and approve the Project; delegate the discretionary authority to adopt the final plans and specifications to the Director, Public Works Division as the Board of Supervisors' designated representative; authorize the Director, Public Works Division to sign the Notice to Bidders; authorize the Department of Community Services to advertise for competitive bids; authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and authorize the Director, Public Works Division, to approve all construction change orders, provided the contract amount does not exceed available funds for the Project. Authorize the Yolo County Procurement Manager or designee to execute any financial amendments necessary to extend current agreements with California Forensic Medical Group (CFMG), to be approved by County Counsel as to form, for the provision of comprehensive medical services and professional behavioral health services to individuals in Yolo County detention facilities.
