Adopt resolution that expands Agricultural Preserve No. 056 and authorizes the execution of a new Williamson Act contract consisting of approximately 1,055 acres (APNs: 044-040-017, 044-040-024, 044-040-025, 044-040-036, 044-090-002, 044-090-017, 044-090-018, 044-090-019, 044-120-007, 044-120-009, 044-120-021, and 044-120-022) within the Agricultural Intensive (A-N)/Clarksburg Agricultural District Overlay (CADO) zones; and determine that the project is categorically exempt from the California Environmental Quality Act. Waive second reading and adopt an ordinance entitled "An Ordinance of the Board of Supervisors of the County of Yolo Extending Certain Use Permit Timeframes in the Cannabis Land Use Ordinance." Determine the amendments are subject to the Environmental Impact Report (SCH #2018082055) certified on September 14, 2021, and that no further review is required pursuant to Sections 15168(c), 15162, and 15183 of the California Environmental Quality Act (CEQA) Guidelines. Approve first amendment to Agreement No. 22-276 with Professional Logistic Services, Inc. to revise compensation for collection, transportation, servicing, and recycling of major appliances from the Yolo County Central Landfill and Esparto Convenience Center. (No general fund impact) (Lindbo/Rabey)

Approve agreement with Hershey Land Company Row Crop, LLC, in the amount of $148,687.50, for purchase of a permanent flood control easement for the Knights Landing Flood Management - Mid-Valley Site 11 Project; and authorize the Interim Director of Public Works to sign the agreement and take the administrative actions necessary to complete the acquisition of the easement. Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions within the preceding 12 months (starting January 1, 2023) from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County's decision on the agenda item.
