Adopt Resolution of Acceptance of Parcel Map No. 5219 for a ministerial (non-discretionary) urban lot split an approximately 0.12-acre parcel into two equal 0.057-acre lots in the community of Esparto as authorized under the Yolo County Code (Section 8-1.302(b)) and Subdivision Map Act (Government Code Section 66411.7); determine the action is exempt under the California Environmental Quality Act (CEQA). Approve agreement with T & S Construction Company, Inc., in the amount of $1,994,500, to construct the Pintail arsenic system for the Wild Wings County Service Area (CSA) and authorize the Director of Community Services to approve contract change orders up to a cumulative maximum of $300,000. (No general fund impact) (Lindbo/Villa)

Approve first amendment with the Wild Wings Golf Course operation and management agreement with The Management Trust to extend Agreement No. 22-273 for one additional month through January 31, 2024; and authorize the Director of Community Services to approve additional extensions, up to an additional five months, if necessary to accommodate negotiations for a new lease/operations agreement and transition period. Adopt resolution authorizing the Environmental Health Division to apply for the California Department of Resources Recycling and Recovery Local Government Waste Tire Enforcement Grant on behalf of the County of Yolo for an additional five years. (No general fund impact) (Lindbo/Meneghetti)

Approve the proposed usage plan for the gravel contribution, and authorize the Director of the Public Works Division, or their designee, to request gravel material from Granite per Settlement Agreement No. 22-293. (No general fund impact) (Lindbo/Christison)

Adopt budget resolution increasing the Department of Community Services, Fleet Services Division FY2023-24 budget by $250,000 to reflect rising fuel and oil prices. (No general fund impact) (4/5 vote required) (Lindbo/Milliren)

Delegate signing authority to the Yolo County Procurement Manager to execute the agreement with Ole Health dba CommuniCare Ole in the amount of $779,845.56 for the period of January 1, 2024 through June 30, 2024 for the provision of Substance Use Disorder Adult Continuum of Care services and adopt a budget resolution adding opioid settlement funds in the amount of $395,959 to the Health and Human Services budget for Fiscal Year 2023-24. Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions within the preceding 12 months (starting January 1, 2023) from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County's decision on the agenda item.
