Authorize staff to initiate Wild Wings County Service Area Proposition 218 proceedings for water and sewer fee changes and set a public hearing for July 23, 2024, for the Board to consider approval of new maximum water and sewer rates to be billed to Wild Wings CSA customers starting on the FY 2024/25 tax roll. Approve second amendment to Agreement No. 21-275 with Luhdorff and Scalmanini Consulting Engineers (LSCE) to revise the budget and scope of work to better address and reflect Contractor's services for the necessary redesign of the Wild Wings Wood Duck Pump Station and increase the maximum compensation by an additional $130,650. Approve first amendment to Agreement No. 23-151 with OLE Health dba CommuniCare OLE to extend the term through July 31, 2024; add funding in the amount of $55,866.50 for 2024-25 for a new contract maximum of $726,264.50, for the period of July 1, 2023 through July 31, 2024 and add 2 monthly optional extensions for the provision of Wraparound intensive outpatient mental health services in compliance with the California Advancing and Innovating Medi-Cal (CalAIM) initiative. Approve third amendment to Agreement No. 23-161 with Victor Community Support Services to extend the term through July 31, 2024; add funding in the amount of $61,958.33 for 2024-25 for a new contract maximum of $977,733.33, for the period of July 1, 2023 through July 31, 2024 and add 2 monthly optional extensions for the provision of children's outpatient intensive wraparound mental health services in compliance with the California Advancing and Innovating Medi-Cal (CalAIM) initiative. Approve first amendment to Agreement No. 23-167 with Rural Innovations in Social Economics, Inc. (RISE) to extend the term of the Agreement through June 30, 2025, add funding in the amount of $502,490 for a new contract maximum of $1,004,980; and add one optional extension for 2025-26 for the provision of K-12 School Partnership services to the Rural School Catchment Area in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM). Approve and authorize the Chair to execute an agreement with Heluna Health for $750,000 in revenue for the implementation of Student Mobile Crisis Response Project for the period from execution of agreement through June 30, 2026. (No general fund impact) (Sullivan)

Approve and authorize the Chair to sign the first amendment to State Agreement No. 21-10600 with California Department of Public Health (CDPH) to extend the agreement through January 31, 2026 and reduce funding by $256,112 for a new total grant amount of $384,168, for the provision of implementing the Disease Intervention Specialist (DIS) workforce grant. Approve and authorize the Chair to execute Agreement No. 23-10850 with the California Department of Public Health (CDPH) for $700,000 in revenue for the Pre-Exposure Prophylaxis and Post-Exposure Prophylaxis Initiation and Retention (PPIR) Initiative for the period from CDPH approval through June 30, 2027; and adopt a resolution authorizing execution of the agreement.
