Approve the plans and technical provisions for the Huff's Corner In-Channel Repair Project; authorize the Director of General Services to award a contract for construction services to Martin Brothers Construction; approve the construction contract with Martin Brothers Construction in the amount of $359,656; authorize the Director of Community Services to approve change orders consistent with applicable limits of the Public Contract Code up to a cumulative total of 10% of the contract's value; and authorize a construction contingency budget for the entire Project for 10% of the total contract's value. Approve agreement with MBK Engineers in the amount of $396,875 for the period of July 1, 2024, through March 15, 2026, for project management and engineering services in support of the Huff's Corner Levee Raise & Channel Reconfiguration Phase II Project; and approve associated sole source request. Approve second amendment to Agreement No. 7676-2022-TAC HYDRAULIC with FlowWest, LLC to modify the scope of work to add a new Task 4: Huff's Corner FSRP Project Phase II, reallocate funding between tasks without any increase in the total compensation, and make other administrative amendments. Approve updated plans and special provisions and technical provisions for the Knights Landing Drainage Infrastructure Improvements Project; authorize the Director of General Services to award a contract for construction services to MJ Shelton General Engineering; approve the construction contract with MJ Shelton General Engineering in the amount of $508,725; authorize the Director of Community Services to approve change orders consistent with applicable limits of the Public Resources Code; and authorize a construction contingency budget of 10% of the contract's value. Approve the "Notice of Release of the Terms of Conditions of the Teichert Woodland Development Agreement No. 96-286 Specific to the Rodgers Property" as needed to enroll the Rodgers Property into the Yolo Habitat Conservation Plan and Natural Community Conservation Plan reserve system; and authorize the Director of Community Services, or the Director's designee, to execute and record the document. Adopt resolution authorizing the Manager of Natural Resources to submit a proposal to the California Department of Water Resources to receive Flood Maintenance Assistance Program funding for County Service Area No. 6 levee maintenance activities, and designate the Director of Community Services authority to execute the Funding Agreement and any amendments. Approve reimbursement of $200,000 to the Road Fund for FY 2023/24 efforts to assemble construction ready documents, to pursue grant application opportunities, and implement construction of road projects and adopt budget resolution increasing appropriations and estimated revenues for the Road Fund by $200,000 for reimbursement of project activities. Approve first amendment to Agreement No. 23-21 with the Yolo Crisis Nursery, Inc. to increase the American Rescue Plan (ARP) subaward by $200,000 through December 31, 2024 for additional support to address the funding gap in construction of new Crisis Nursery facility; and approve third amendment to Agreement No. 21-267 with First 5 Yolo to increase the ARP subaward by $135,000 through June 30, 2025 to assist in the transition to Medi-Cal billing for ongoing Welcome Baby program services.
