Approve award of construction contract to Soracco, Inc. for North Davis Meadows County Service Area (NDM CSA) water consolidation project in the amount of $3,661,005; authorize the Director of Community Services to sign the contract and approve change orders consistent with the applicable limits of the Public Contract Code; and authorize a construction contingency budget of 10% of the total construction contract price. 7.
Rescind resolution adopted on July 23, 2024 (Resolution No. 24-98) approving an increase in water and sewer rates for the Wild Wings County Service Area; and, adopt instead the alternative resolution reflecting a majority protest existed in the Proposition 218 proceeding. Approve American Rescue Plan (ARP) Community Benefit Grant proposal for Yolo Food Bank for the Cultivo program for $20,000 and Yolo Healthy Aging Alliance (YHAA) for $5,000, totaling $25,000; delegate authority to staff to enter into the necessary agreements, and delegate authority to the Manager of Procurement to sign the agreements. Adopt budget resolution approving expenditure authority within the fiscal year 2024-25 budget of $65,100 from the Telecommunications Internal Service Fund for the installation of communications conduit and fiber optic cable to County buildings within the City of Davis, and to the Yolo County Landfill. Approve second amendment to Agreement No. 23-142 with TLCS, Inc. dba Hope Cooperative to extend the term of the agreement through September 30, 2024; add funding in the amount of $1,597,720 for 2024-25 for a new contract maximum of $7,988,600, for the period of July 1, 2023 through September 30, 2024; and to update contract language for the provisions of Full-Service Partnership (FSP) Services in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM). Approve third amendment to Agreement No. 24-47 with American Medical Response West to extend the term of the agreement through September 30, 2024; add funding in the amount of $365,130 for 2024-25 for a new contract maximum of $973,130 for the period of December 31, 2023 through September 30, 2024; and update and clarify language for the provision of mobile crisis response services. Approve fifth amendment to Agreement No. 22-135 with Willow Glen Care Center to add funding in the amount of $42,427.97 for 2023-24 for a new contract maximum of $4,494,591.33 for period of July 1, 2022 through June 30, 2025 for the provision of mental health services for clients who are Seriously Mentally Ill (SMI), including board and care, psychiatric and mental health rehabilitation center (MHRC) residential facilities. Approve agreement with Stanford Youth Solutions dba Stanford Sierra Youth and Families in the amount of $4,809,907 for the period of September 1, 2024 through June 30, 2027 for the provision of Community Based Early and Periodic Screening, Diagnosis and Treatment (EPSDT) outpatient mental health services for seriously emotionally disturbed (SED) children and youth. Authorize the Director of Health and Human Services Agency, or designee, to execute an agreement with Sierra Health Foundation in the amount of $134,853.40 for the period of July 1, 2024 through June 30, 2025 for the provision of Foster Youth Substance Use Disorder Project.
