Approve award of construction contract to Soracco, Inc. for North Davis Meadows County Service Area (NDM CSA) water consolidation project in the amount of $3,661,005; authorize the Director of Community Services to sign the contract and approve change orders consistent with the applicable limits of the Public Contract Code; and authorize a construction contingency budget of 10% of the total construction contract price. Rescind resolution adopted on July 23, 2024 (Resolution No. 24-98) approving an increase in water and sewer rates for the Wild Wings County Service Area; and, adopt instead the alternative resolution reflecting a majority protest existed in the Proposition 218 proceeding. Adopt budget resolution approving expenditure authority within the fiscal year 2024-25 budget of $65,100 from the Telecommunications Internal Service Fund for the installation of communications conduit and fiber optic cable to County buildings within the City of Davis, and to the Yolo County Landfill.
