Adopt resolution that expands Agricultural Preserve No. 022 and authorize the execution of a new Williamson Act contract on an approximately 140.19-acre property (APN: 041-100-013) within the Agricultural Intensive (A-N) zone; determine that the project is categorically exempt from the California Environmental Quality Act. (No general fund impact) (Lindbo/Brown)

Adopt resolution that expands Agricultural Preserve No. 034 and authorize the execution of a new Williamson Act contract on an approximately 40.42-acre property (APN: 040-050-020) within the Agricultural Intensive (A-N) zone; determine that the project is categorically exempt from the California Environmental Quality Act. (No general fund impact) (Lindbo/Brown)

Approve agreements with the Yolo Fliers Club (operation and maintenance consultant, $33,000) and Express Services, Inc. (personnel staffing, $302,400) for services related to the operation and maintenance of the Wild Wings Golf Course; ratify agreements with Michael Facciuto (greens maintenances consultant, $65,000) and Tim Pulley (pro shop services, $34,000) related to the Wild Wings Golf Course; and direct staff to evaluate whether additional accounting-related assistance should be provided to the Wild Wings Golf Course during Fiscal Year 2024-2025; if additional assistance is merited and if budget allows, authorize the CSA Administration Team to hire accounting extra-help; and delegate authority to the CAO or the CAO's designee to approve amendments to the foregoing agreements so long as the "not to exceed" amount of each agreement is not increased and County Counsel's office approves as to form. (No general fund impact) (Brazil/Pavlova)
 
9.
Adopt modified plans and specifications for the Wood Duck Well Phase 1 construction for the Wild Wings County Service Area; authorize the CSA Manager to sign the Notice to Bidders; authorize the CSA Manager and the Procurement Division to advertise for competitive bids; authorize the County Administrative Officer (CAO) or the CAO's designee to execute a construction contract with the lowest responsive and responsible bidder, provided the contract amount does not exceed the Engineer's estimate of $1,300,000, or to reject all bids; and authorize the CAO or the CAO's designee to approve change orders or amendments to the construction contract consistent with the applicable change order limits established in State law, but not to exceed a cumulative total of ten percent (10%) of the total original contract price. Adopt an amendment to the FY 2024-25 Equipment List to reflect the Department of Community Services change from a planned gasoline powered truck purchase to the purchase of two electric vehicles. (No general fund impact) (Lindbo/Riddiough)
 
11.
Approve Change Order No. 1 to Agreement No. 120-2024-3011-PCC for the 2024 Road Resurfacing Project with Pavement Coatings, Inc., to increase the maximum compensation by $1,159,867.50 to a new maximum amount of $7,810,163.55 due to necessary quantity adjustments for four Project bid items with finding that further competitive bidding for the work described in the Change Order would have been unavailing and would not have produced any public advantage. (No general fund impact) (4/5 vote required) (Lindbo/Riddiough)
 
12.
Adopt a Notice of Exemption finding that the 2025 Pavement Preservation Project is exempt from the California Environmental Quality Act (CEQA); authorize filing of a Notice of Exemption pursuant to Public Resources Code 21152(b); and approve the Project. (No general fund impact) (Lindbo/Aleaf)

  1. Resolution No. 24-141 recognizing Bill Dodd for his Exemplary Leadership in the California State Legislature.
     
  2. Resolution No. 24-142 recognizing the month of November as Native American Heritage Month.
     
  3. Resolution No. 24-143 proclaiming November 11, 2024 "Veterans Day" in Yolo County as the official observance of the sacrifices of all veterans who have served our county and country.
     
  4. Resolution No. 24-144 proclaiming November 3-9, 2024 as Retired Teachers Week and recognition of the 95th Anniversary of the California Retired Teachers Association.

Adopt resolution authorizing the Yolo County Health and Human Services Agency to participate in and receive Transitional Housing Program (THP) – Round 6 funding in the amount of $163,235 and Housing Navigation Maintenance Program (HNMP) – Round 3 funding in the amount of $71,637 from the California Department of Housing and Community Development to provide housing services and activities to target populations in the community. Approve sixth amendment to the agreement with University of California, Davis Health to extend it through December 31, 2024 and add funding in the amount of $51,383.04 for a new contract maximum of $779,721.92, for the period of July 1, 2014 through December 31, 2024, for the provision of EMS Agency Medical Director services. Approve and authorize the Chair to sign agreement with the Office of Traffic Safety to receive funding in the amount of $315,000 under Child Passenger Safety Program, for the period October 1, 2024 through September 30, 2025, for interventions to reduce the number of children killed/injured in crashes involving children under the age of eight years old.
