Adopt resolution authorizing the County Administrator or his designee to execute an Easement Deed located in the North Davis Meadows (NDM) County Service Area granting the City of Davis an easement for waterlines and incidental purposes over a County-owned parcel (APN 041-220-028) for the NDM Water Consolidation Project; and further authorize the County Administrator or his designee to undertake any other necessary actions to complete the transfer of the Easement to the City of Davis. Approve Community Benefit Grant proposals for the Center  for Land-Based Learning (CLBL) in the amount of $5,000 to support the AgHiRE Project, $5,000 for the CLBL's Match+Program to support the Mobile Farmers Market, and $5,000 to support  Tuleyome with the Valley Vista Trail Network project; and delegate authority to staff to complete the necessary agreements with the Center for Land-Based Learning and Tuleyome. Waive second reading and adopt proposed ordinance amending Yolo County Code Title 2, Chapter 2, Article 13, "Mental Health Board," Title 2, Chapter 5, Article 21, "Health and Human Services Agency," and Title 4, Chapter 1, "Emergency Services," to rename the Local Mental Health Board to the Local Behavioral Health Board and incorporate other amendments related to renaming mental health services and titles to behavioral health services and titles. Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions within the preceding 12 months from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County's decision on the agenda item. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member within the preceding 12 months, are required to disclose that fact for the official record of the subject proceeding.
