Authorize the Director of General Services, or the Director's designee, to sign, mark "yes," and submit the Clarksburg, Esparto, Springlake and Yolo Fire Protection Districts' Proposition 218 assessment ballots; and delegate authority for the Director to sign, mark "yes," and submit additional assessment ballots received in 2024-25 for County properties subject to proposed Fire Protection District assessments. Adopt budget resolution adjusting the 2024-25 General Services Department-Parks Division budget by transferring appropriations in the amount of $23,746 from Services and Supplies to Capital Assets for the purchase of a new tractor and mower to support operations across all County parks, approve the trade-in of the existing equipment at Grassland Regional Park and approve an amendment to the 2024-25 Authorized Equipment List. Approve fifth amendment to Agreement No. 23-200 with Psynergy Program, Inc. to add funding in the amount of $394,833 for 2024-25; extend the term of the Agreement through June 30, 2026; and add funding in the amount of $895,000 for a new contract maximum of $2,539,030 for the period of July 1, 2023 through June 30, 2026; and add an optional year extension for 2026-27 for the provision of acute and/or sub-acute psychiatric inpatient services or specialty mental health services. Adopt budget resolution to reduce Probation Department's Adopted Budget for fiscal year 2024-25 in the amount of $275,000 for the provision of mental health services by HHSA for justice involved adults in Yolo County and increase the Health and Human Services Agency Adopted Budget for fiscal year 2024-25 to reflect an increase of $275,000 for the Substance Use Treatment Services Cost Center in its Adult & Aging Branch. Adopt budget resolution to amend and adjust the Health and Human Services Agency ("HHSA") budget for Fiscal Year 2024-25 to reflect an increase of $272,930 within the following HHSA cost centers: Child Welfare Emergency Response, Approved Relative Care Giver Assistance, Foster Care Assistance, Extended Foster Care Assistance, and Foster Care Assistance; and approve the fourth amendment to Agreement No. 22-143 with Children's Home Society to extend the term of the Agreement through June 30, 2026; and add funding in the amount of $926,391 for a new contract maximum of $2,761,812, for the period of July 1, 2022 through June 30, 2026; and increase funding amounts for future option years.
