Approve agreements with the Yolo Fliers Club (operation and maintenance consultant, not to exceed $39,600 base compensation ($3,300 per month), plus a potential performance incentive, and Express Services, Inc. (personnel staffing, not to exceed $407,008) for services related to the operation and maintenance of the Wild Wings Golf Course in substantially the forms provided; ratify agreements with Michael Facciuto (greens maintenances consultant, $78,000) and Tim Pulley (pro shop services, $45,000) related to the Wild Wings Golf Course; and delegate authority to the County Administrative Officer or the County Administrative Officer's designee to approve amendments to the foregoing agreements so long as the "not to exceed" amount of each agreement is not increased and County Counsel's office approves as to form. Adopt resolution requesting the collection of charges on the 2025-26 tax roll for the Dunnigan, El Macero, North Davis Meadows, and Willowbank County Service Areas. (No general fund impact) (Webb/Pavlova)

Waive second reading and adopt ordinance repealing Chapter 11 of Title 6 of the Yolo County Code regarding Underground Storage of Hazardous Substances. (No general fund impact) (Cormier/Meneghetti)

Adopt plans and specifications for the construction of Waste Management Unit 7J Base Grading Plan at the Yolo County Central Landfill. (No general fund impact) (Cormier/Kieffer)

Approve agreement with MBK Engineers in the amount of $300,000 to provide on-call levee district engineer services for the period of July 1, 2025, through June 30, 2028. (No general fund impact) (Cormier/Liebler)

Approve agreement with Alemaya Farm, LLC for the purchase of a public road and utility right-of-way easement and a temporary construction easement in the amount of $2,000 for the County Road 49 over Hamilton Creek Bridge Replacement Project; and authorize the Director of Public Works to take all actions necessary to complete the easement acquisitions. Approve agreement with Lori A. Carter for the purchase of a public road and utility right-of-way easement and a temporary construction easement in the amount of $10,750 for the County Road 96 Over Dry Slough Bridge Replacement Project; and authorize the Director of Public Works to take all actions necessary to complete the easement acquisitions, including approving payment, opening escrow, accepting the easements, and recording the deeds once the signed deeds have been received and escrow has closed. Approve the acquisition of 25.853 acres of real property within Grasslands Regional Park, located at the southeast corner of County Roads 104 and 35, for $776,000; authorize staff to sign a related Letter Agreement with the United States General Services Administration and prepare related matters for Board consideration at a future meeting, including County acquisition of the adjacent 314-acre Davis Communications Site. Appoint Monica Morales, Director of the Yolo County Health and Human Services Agency, to replace Nolan Sullivan as a Yolo County representative on the Partnership HealthPlan of California Board of Commissioners for a four-year term. (No general fund impact) (Morales)

Authorize the Chair of the Board of Supervisors to sign a second amendment to the Memorandum of Understanding (Yolo County Agreement No. 20-217) with the Yuba Community College District to extend the term through June 30, 2026 and add $90,000 in District's contribution and up to $225,000 in County's contribution for fiscal year 2025-26, for a new contract maximum of $1,575,000, for the provision of school-based healthcare and behavioral health services for students. Adopt budget resolution adjusting the Health and Human Services Agency's adopted budget for fiscal year 2024-25 to reflect an increase of $2,552,203 to the 1991 Realignment Family Support Subaccount fund. (No general fund impact) (4/5 vote required) (Morales)

Authorize the Yolo County Workforce Innovation Board overseeing the Yolo County Workforce Development Area to enter into Memorandum of Understandings (MOUs) with America's Job Center of California (AJCC) partners for the purpose of meeting Workforce Innovation and Opportunity Act (WIOA) requirements to establish agreements concerning the operations of the AJCC delivery system for the period of July 1, 2025 through June 30, 2028; authorize the Chair of the Board of Supervisors, or the Chair's designee, to execute resulting MOUs, upon approval as to form by County Counsel; and further authorize the HHSA Director to execute any amendments to the MOUs or related documents necessary to comply with WIOA requirements, upon approval as to form by County Counsel. Approve a purchase order with Document Fulfillment Services in the amount of $350,000 for the period of July 1, 2025 through June 30, 2026 for the provision of postage pass through and portal access for monitoring print job status and postage expenditures necessary for determining the monthly postage balance replenishments for electronic CalSAWS client correspondence printing and mailing services.
