Adopt resolution that modifies the boundary of Agricultural Preserve Nos. 031 and 077, authorize the execution of a new Williamson Act Open Space contract for approximately 1,277.7 acres of land identified as Assessor's Parcel Numbers (APNs) 033-380-003, 033-380-007, 033-380-013, 033-370-003, 033-370-005, 033-390-006, and 033-270-010 within the Agricultural Intensive (A-N) zone; and determine that the project is categorically exempt from the California Environmental Quality Act. Approve Community Benefit Grant proposal $2,500 to NAMIYolo for the Silver Sponsor investment in the NAMIWalks event in Woodland on September 27, 2025, and delegate authority to staff to complete the necessary agreement with the NAMIYolo. (No general fund impact) (Webb/Espitia)
 
16.
Approve first amendment to Agreement No. 22-79 with Ducks Unlimited relating to the Yolo Bypass Wildlife Area Habitat Restoration and Drainage Improvement Project to update the scope of work. (No general fund impact) (Webb/Snyder)

Approve first amendment to Agreement No. 24-326 with Sutter Valley Hospitals dba Sutter Center for Psychiatry to add funding in the amount of $156,000 for 2024-25 for a new contract maximum of $1,290,000 for the period of July 1, 2024 through June 30, 2027 for the provision of Acute Psychiatric Inpatient Hospital services. Approve agreement with Vista Pacifica Enterprises, Inc. in the amount of $3,140,676 for the period July 1, 2025 through June 30, 2028, for the provision of 24-hour supervised clinical and nursing care services to long-term consumers with severe mental illness (SMI). 21.
Approve and authorize the Chair to sign State Agreement No. 25-50120 with the California Department of Health Care Services (DHCS) to receive funding to reimburse County for covered services for the period of July 1, 2025 through December 31, 2026 for the provision of Drug Medi-Cal Organized Delivery System services. 22.
Approve and authorize the execution of State Agreement No. 25-50159, a non-financial agreement with the California Department of Health Care Services, for the period of July 1, 2025 through December 31, 2026 for the provision of specialty mental health plan. (No general fund impact) (Morales)

Approve appointment of Kerrie Covert as the Yolo County Representative to the Yolo County Homeless and Poverty Action Coalition (HPAC) board. (No general fund impact) (Morales)

Approve second amendment to Agreement No. 23-295 with Yolo County Children's Alliance to reduce 2024-25 funding by $70,000 and increase funding 2025-26 by $606,129, for a new contract maximum of $1,424,091, for the period of January 1, 2024 through June 30, 2026, for the provision of building and strengthening protective factors. Adopt resolution authorizing the Chair to execute Subgrant Agreement No. AA611045; approve and authorize the Chair to sign Subgrant Agreement No. AA611045 with the CA Employment Development Department (EDD) to receive funding in the amount of $1,462,091 for the period of April 1, 2025 through June 30, 2027 for the provision of adult, dislocated worker, and youth and the rapid response and rapid response layoff aversion related to the Workforce Innovation and Opportunity Act program.
