Adopt resolution that expands Agricultural Preserve No. 093 and authorize the execution of a new Williamson Act contract on an approximately 114.74-acre property (APN: 025-320-010) within the Agricultural Intensive (A-N) zone; determine that the project is categorically exempt from the California Environmental Quality Act. (No general fund impact) (Fieseler/Gonzalez)

Adopt resolution that expands Agricultural Preserve No. 069 and authorize the execution of a new Williamson Act contract on an approximately 295.89-acre property consisting of portions of three Assessor's Parcel Numbers (APNs: 042-320-005, 042-320-006, and 042-250-032) within the Agricultural Intensive (A-N) zone; and determine that the project is categorically exempt from the California Environmental Quality Act.   3. Resolution No. 25-136 recognizing November 2025 as National Diabetes Month and the American Diabetes Association's 85th Anniversary. 
     
  4. Resolution No. 25-137 proclaiming November 11, 2025 Veterans Day in Yolo County as the Official Observance of the Sacrifices of all Veterans who have served our County and Country.

Approve Community Benefit Grant proposals in the amount of $2,000 for Yolo Children's Alliance, $2,000 for the Yolo County Library Foundation, $5,000 for Fourth & Hope, $7,500 for the Bryte/Broderick Community Action Network, $7,312 for Cache Creek Conservancy, $1,000 for the Concilio of Yolo County; $1,000 for Scouting Associates, Inc., $5,000 for Woodland Food Closet, $1,750 for Elkhorn Village Elementary School, $1,000 for Holy Cross Parish West Sacramento, and $5,000 for the City of Woodland, and delegate authority to staff to complete the necessary agreements with Yolo Children's Alliance, Yolo County Library Foundation, Fourth & Hope, Bryte/Broderick Community Action Network, Cache Creek Conservancy, Concilio of Yolo County, Scouting Associates, Inc., Woodland Food Closet, Elkhorn Village Elementary School, Holy Cross Parish West Sacramento, and City of Woodland. Approve and authorize the Procurement Manager to execute Contract Change Orders No. 3 and 4 to contract 5737 with WFC Builders, Inc., in the amount of $26,135.22 to complete the Yolo County Clerk Recorder Remodel Project located at 625 Court Street in Woodland, resulting in a revised total contract of $227,895.84 and approve and authorize the Procurement Manager to execute an amendment to contract 5737 to extend the contract term from September 30, 2025, to January 31, 2026. 26.
Approve seventh amendment to Agreement No. 24-47 with American Medical Response to extend the term of the Agreement through December 31, 2025, and add funding in the amount of $255,000 for 2025-26 for a new contract maximum of $2,193,810 for the period of December 31, 2023 through December 31, 2025; and update rates and the effective dates, for the provision of mandated Medi-Cal mobile crisis services for Medi-Cal beneficiaries. Adopt budget resolution adjusting the Health and Human Services Agency budget for fiscal year 2025-26 to reflect a total increase of $22,500 as follows: 1) an increase of $4,725 to the Branch Overhead Cost Center in Child Youth & Family; 2) an increase of $900 to the MHSA Planning, Evaluation & Assessment Cost Center in Public Health; and 3) an increase of $16,875 to the Branch Overhead Cost Center in Adult & Aging; and approve second amendment to Agreement No. 5240 with EVALCORP to shift unspent funding in the amount of $22,500 from 2024-25 to 2025-26 with no increase to the contract maximum of $381,000 for the period of November 27, 2023 through June 30, 2026, for the provision of Mental Health Services Act (MHSA) and Behavioral Health Services Act (BHSA) community planning process and technical writing services.
