Adopt resolution that expands Agricultural Preserve No. 064 and authorize the execution of three new Williamson Act contracts totaling 242.8 acres (APNs 053-010-002, 053-010-003, and 053-010-004), each being contiguous and within the Agricultural Intensive (A-N) zone; and determine that the project is categorically exempt from the California Environmental Quality Act. Adopt a Notice of Exemption (NOE) finding that the 2026 Pavement Preservation Project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c), authorize filing of an NOE pursuant to Public Resources Code 21152(b), and approve the Project. Adopt resolution authorizing acceptance and execution of Agreement Number 26F-5052 with CSD for CSBG funding and approve and authorize the Yolo County Deputy Director of General Services/Manager of Procurement, or designee, to sign State Agreement No. 26F-5052 with the California Department of Community Services and Development (CSD) for the County's Community Services Block Grant (CSBG) in the amount of $398,789 for the period of January 1, 2026 through April 30, 2027. Approve fifth amendment to Agreement No. 5151 with Brighter Horizon Group Homes, Inc. to add funding in the amount of $329,000 for fiscal year (FY) 2024-25 for a new contract maximum of $979,000, for the period of July 1, 2023 through June 30, 2026, for the provision of Short Term Residential Therapeutic Program (STRTP) services. Implementation of AB1051, which requires STRTPs to enter into individual contracts with each placing county, created administrative challenges for the contractor in submitting timely claims. The FY 2024-25 funds associated with these services were accured; therefore, this amendment results in no net budget impact to the County. (No general fund impact) (Morales)

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions within the preceding 12 months from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County's decision on the agenda item. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member within the preceding 12 months, are required to disclose that fact for the official record of the subject proceeding.
