Approve twelfth amendment to Agreement No. 7676-2017 with Ponticello Consulting Engineers, Inc. for engineering consulting services related to the North Davis Meadows County Service Area Water Consolidation Project to extend the term through December 31, 2026. Adopt the plans and specifications for the 2026 Pavement Preservation Project; authorize the Director of Public Works to sign the Notice to Bidders; authorize the Department of Community Services to advertise for competitive bids; authorize the Director of Public Works to execute a construction contract with the lowest responsible bidder, provided the contract amount does not exceed available funds, or to reject all bids; and authorize the Director of Public Works to approve all construction change orders, or amendments to the construction contract, consistent with the applicable change order limits established in State law, but not to exceed a cumulative total of ten percent (10%) of the total original contract price. (No general fund impact) (Fieseler/Aleaf)

Adopt budget resolution amending the Health and Human Services Agency budget for Fiscal Year 2025-26 to reflect an increase of $27,682.07 to the Adult & Aging Criminal Justice Behavioral Health cost center; and approve first amendment to Agreement No. 24-255 with Bay Area Community Services (BACS) to extend the term of the agreement and increase funding for a new contract maximum of $1,850,000. 16.
Approve agreement with Wellspace Health in the amount of $500,000 from March 1, 2026 through February 28, 2027 for the provision of short-term behavioral health crisis intervention services for individuals experiencing a mental health or substance use crisis. (No general fund impact) (Morales)
 
17.
Approve agreement with O'Connell Research, Inc. in the amount of $221,746.88 for the provision of professional and technical assistance related to the Data Driven Recovery Project for the period of July 1, 2025 through June 30, 2026; and delegate authority to the Director of the Yolo County Health and Human Services Agency, or designee, to: 1) exercise up to three optional one-year extensions for fiscal years 2026-27, 2027-28 and 2028-29, each for an amount less than or equal to $221,746.88 per fiscal year, and 2) issue related option year notices. 18.
Approve agreement with the City of West Sacramento in the amount of $135,000 for the period of January 1, 2026 through February 29, 2028 for the provision of operational subsidies interim housing through the Homeless Housing, Assistance and Prevention Program Round 5. (No general fund impact) (Morales)
 
19.
Approve agreement with the City of West Sacramento in the amount of $15,000 for the period from the Effective Date through February 29, 2028 for the provision of rapid rehousing through the Homeless Housing, Assistance and Prevention Program Round 5. (No general fund impact) (Morales)
 
20.
Approve eighth amendment to Agreement No. 24-47 with American Medical Response to extend the term of the Agreement through June 30, 2026, and add funding in the amount of $510,000 for Fiscal Year 2025-26 for a new contract maximum of $2,703,810, for the period of December 31, 2023 through June 30, 2026 for the provision of mandated Medi-Cal mobile crisis services for Medi-Cal beneficiaries. 21.
Approve third amendment to Agreement No. 25-56 with Environmental Alternatives dba EA Family Services to add funding in the amount of $37,600 for Fiscal Year 2025-26 for a new contract maximum of $878,713 for the period of November 1, 2024 through June 30, 2026, and to add two (2) option years for Fiscal Years 2026-27 and 2027-28 in an amount not to exceed $686,437 per fiscal year, for the provision of transitional housing assistance for transitional-aged youth. Approve the non-financial three-year Memorandum of Understanding (MOU) between La Cooperativa Campesina de CA and the Yolo County Workforce Development Board to assist migrant seasonal farmworkers with Housing Funding. (No general fund impact) (Morales)

Approve the Intra-Region Cooperative Agreement with the counties of the California Governor's Office of Emergency Services Mutual Aid Region IV for the provision of emergency medical and health disaster services through January 22, 2031. (No general fund impact) (Morales)

Approve seventh amendment to Agreement No. 22-110 with UC Davis CAARE Center to reduce funding by $35,000 for Fiscal Year 2025-26 for a new contract maximum of $105,000 for the period of January 1, 2022 through June 30, 2026, for the provision of bonding and risk assessment and psychological evaluation services to align with projected actuals.
