Award an agreement to RJ Gordon Construction, Inc. for the construction of the next landfill module, Waste Management Unit 7J (WMU 7J) and authorize the Director of the Division of Integrated Waste Management (DIWM) to execute the construction contract in the amount of $5,426,916.50; authorize the DIWM Director or her designee to approve change orders or amend the construction contract with RJ Gordon Construction consistent with the Public Contract Code's applicable change order limits, but not to exceed a cumulative total of $542,692; approve work proposal from SLR International to perform the Construction Quality Assurance (CQA) services for WMU 7J, not to exceed $409,414; authorize the DIWM Director or her designee to approve change orders or amendments to the SLR International work order, not to exceed a cumulative total of $41,000; and adopt budget resolution increasing the DIWM Budget for FY 2025-26 in the amount of $1,500,000. Approve Community Benefit Grant proposals in the amount of $1,500 for U.A. Local 447 and $2,000 for the United Way California Capital Region; and delegate authority to the Procurement Manager to execute the grant agreements with U.A. Local 447 and United Way. (No general fund impact) (Webb/Espitia)

Adopt budget resolution revising the West Plainfield Fire Protection District 2025-26 budget to recognize a decrease in special assessment revenue and an increase in the use of Capital Asset Reserve fund balance for the replacement of a fire engine. Adopt budget resolution amending the Capay Valley Fire Protection District (CVFPD) 2025-26 budget by increasing total revenues and total expenditures by $111,650 resulting primarily from Cal Fire Strike Team participation, as well as some adjustments to cover increased Salary & Benefits and Services & Supplies. Additionally, there will be a reduction in the use of fund balance to offset this increase. (No general fund impact) (4/5 vote required) (Haynes/Au Young)

Approve a work authorization with Mead & Hunt for the design of the Yolo County Airport Runway Rehabilitation project and adopt a budget resolution for the Airport Pavement Management System project to reflect an increase in appropriations in the amount of $71,250, consistent with the receipt of FAA Airport Infrastructure Grant funds.
