Authorize staff to initiate Proposition 218 proceedings to increase the street maintenance assessment for the El Macero County Service Area (CSA) by taking the following actions: (A) Adopt Resolution initiating proceedings, providing intention to levy assessments for FY 2026-27, preliminarily approving the Engineer's Report, providing for notice of hearing, and authorizing the mailing of assessment ballots for the El Macero CSA Road Improvement and Landscaping Assessment; and (B) Adopt Resolution adopting procedures for Proposition 218 Assessment Ballot Proceedings for the El Macero CSA Road Improvement and Landscaping Assessment. Grant preliminary approval of Engineer's Report, adopt resolution declaring intent to continue assessments for FY 2026-27, and order a public hearing for June 23, 2026 to consider the continuance of levying assessments for the Clarksburg Lighting Assessment District for FY 2026-27 as required by State law. (No general fund impact) (Webb/Nguyen)

Approve agreement with Geocon Consultants, Inc. to provide On-call Materials Testing and Geotechnical Engineering Services in a total amount not to exceed $500,000 for a term of five years; and delegate authority to the Director of Public Works or the Director's designee to sign the agreement with Geocon Consultants, Inc. to negotiate, sign and execute any additional forms, documents, work authorizations/task orders, and/or amendments as necessary relating to this agreement, provided such amendments do not increase the not to exceed amount of $500,000. 9.
Adopt resolution authorizing the Department of Community Services Public Works Division to apply to the Sacramento Area Council of Government (SACOG) 2026 Federal Funding in the amount of $6 million for a County road pavement preservation project on segments of County Road 98 and County Road 99. (No general fund impact) (Fieseler/Riddiough)

Approve second amendment to Agreement No. 15-72 with Mark Thomas & Company, Inc., to extend the term of the agreement through May 4, 2030 for surveying services for the County Road 98 Bike and Safety Improvement Project, Phase II. (No general fund impact) (Fieseler/Razo)

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions within the preceding 12 months from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County's decision on the agenda item. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member within the preceding 12 months, are required to disclose that fact for the official record of the subject proceeding.
