Approve the following two contract amendments with Luhdorff and Scalmanini Consulting Engineers (LSCE): 1) fifth amendment to Agreement No. 21-275 for services related to the Wild Wings Wood Duck Pump Station to increase the maximum compensation by $7,000 for a new contract maximum $36,984 to complete construction-phase engineering services; and 2) sixth amendment to Agreement No. 19-253 for the engineering and design of the arsenic treatment facility at the Wild Wings County Service Area to increase the maximum compensation by $6,000 for a new contract maximum of $439,069 and extend the term to December 31, 2026. Adopt budget resolution increasing the Agriculture Department Corporation Yard Project Budget by $450,000 for a new Project Budget of $4,959,674 to cover additional project costs inclusive of remaining construction contract change orders, public art, furniture, specialized water testing bench, and other related project costs; authorize the Director of General Services to approve Contract Change Order to Yolo County Agreement No. 5616 with Creekside Commercial Builders Inc., in the amount of $13,645.93 along with a one month extension to complete the Yolo County Ag Shops Building Project located at 139 W Court Street in Woodland, resulting in a revised total contract price of $4,262,770.41 and authorize the Director of General Services to approve other change orders within the Project Budget; and approve the addition of a water testing table as a Fixed Asset to the 2026-27 Authorized Equipment List. (No general fund impact)  (4/5 vote required) (Pistochini/del Rosario)

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions within the preceding 12 months from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member within the preceding 12 months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member(s) and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

  1. All meetings of the Yolo County Board of Supervisors are held in person at the Board Chambers, located at 625 Court Street, Woodland, Room 206. While the Board chambers are open for public attendance, you are strongly encouraged to observe the live stream of the Board meeting at www.yolocounty.gov (Board Meetings > Live and Archived Video Streaming of Meetings).
     
  2. The Yolo County Board of Supervisors offers teleconference participation in the meeting via Zoom as required by the Ralph M. Brown Act. The Zoom link is https://yolocounty.zoom.us/j/84359964086, Meeting ID: 843 5996 4086 or phone in via 1-408-638-0968 Meeting ID: 843 5996 4086. If a technical error or outage occurs with the Zoom feed or any other equipment is otherwise disrupted for any reason, the Yolo County Board of Supervisors reserves the right to continue the meeting without remote access.
