Authorize the County Administrative Officer (CAO) or the CAO's designee to execute work authorization amendments with Alpha CM, Inc. for construction management of the Wild Wings County Service Area's Wood Duck Pump Station Project (Phase I) in the amount of $16,500, increasing the total contract cost to $136,333; further authorize the CAO or the CAO's designee to execute work authorization amendments with Alpha CM, Inc. for construction management of the Wild Wings CSA's Pintail Arsenic Construction Project in the amount of $7,956, increasing the total contract cost to $16,955. Approve agreement with Donarae Reynolds, Successor Trustee of the Donald Raymond Newman Living Trust, dated March 19, 1996, for the purchase of interest in real property (Agreement) in the amount of $1,600, for acquisition of permanent flood control and temporary construction easements necessary for the Knights Landing Flood Mitigation Project; and authorize the Director of Public Works to sign the Agreement and take the administrative actions necessary to complete the acquisition of the easements. Approve agreement with Ramon Lomeli, an unmarried man, for the purchase of interest in real property (“Agreement”) in the amount of $29,200 for acquisition of a temporary construction easement necessary for the Knights Landing Flood Mitigation Project; and authorize the Director of Public Works to sign the Agreement and take the administrative actions necessary to complete the easement acquisition. Authorize the Chair to execute the proposed amendment to the PRISM joint powers agreement; and appoint Stacy Leasure, Risk Manager, as the County's alternate PRISM Board member. (No general fund impact) (Pogledich)

Approve new three-year contracts with Conflict Indigent Defense Panel attorneys for the period July 1, 2026 - June 30, 2029 at an initial monthly compensation rate of $15,820. (General fund impact $1,417,200) (Pogledich)

Approve a Memorandum of Understanding with Reclamation District 108 and Yolo Subbasin Groundwater Agency regarding the management of Fair Ranch; and adopt a CEQA Notice of Exemption on various grounds, including section 15061(b)(3) of the CEQA Guidelines. (No general fund impact) (Pogledich)

Approve plans and specifications for Justice Campus Auger House Grinder Improvement Project; adopt a finding consistent with California Public Contract Code Section 3400 allowing for a sole source award and designation of a specific product necessary to match other products already in use at the Justice Campus, and authorize the Director of General Services Department to enter into an agreement with Misco Water for the installation of the new grinder, provided the contract is approved as to form by County Counsel and the project costs do not exceed the project budget. Adopt budget resolution reallocating funds in the amount of $45,000 from minor equipment to capital assets for County Parks equipment purchase and approve amendment to Capital Asset List. (No general fund impact) (4/5 vote required) (Pistochini)

Approve a lease agreement with Communicare+OLE for use of County facilities at 1038 Triangle Court (500B Jefferson Blvd.) in West Sacramento. (General fund revenue) (Pistochini)

Adopt Authorized Position and Salary Resolution to implement changes in the County Administrator's Office, Health and Human Services Agency, Public Defender and Sheriff's Office; approve side letter agreement providing a differential for maintaining an Aquatic Facilities Operator Certificate for the International Union of Operating Engineers, Stationary Local 39, AFL-CIO (Union); and approve side letter agreement which establishes the process for use of limited-term employment for calculation of seniority dates for purposes of layoff for the International Union of Operating Engineers, Stationary Local 39, AFL-CIO (Union). Approve second amendment to Agreement No. 22-257 with Northwoods Consulting Partners, Inc. to reduce funding in the amount of $267,800, by reducing FY 2026-27 funding by $133,900 and FY 2027-28 funding by $133,900 for a new contract maximum of $1,204,200 for the period of the Effective Date through June 30, 2028 for the provision of Traverse, a system that allows digitization of casework, management of documents, and automates administrative tasks.
